**SUMMARY OF DUTIES**

**GENERAL DUTIES**
- Attend properties and construction sites within the municipality and performs inspections; enforces the Building Code Act/Regulations and applicable municipal By-laws and Codes.
- Perform as a technical lead in the training of Building Inspectors on inspections of high, complex and other Part 3 buildings regulated by the Ontario Building Code.
- Create onboarding and training schedules for new and progressing Building Inspectors.
- Establishes and maintains comprehensive and complete training records and related files in accordance with legislated standards and policy to ensure that information is organized, complete, current and accessible for future reference. Provide up-to-date training status to the Policy and Training Co-ordinator on a regular basis.
- Monitors and evaluates personnel during training evolutions and provides assessment to the Supervisors of Building Inspections on performance that helps establish and maintain professional and effective service delivery.
- Conducts audits of section activities to determine the efficiency and effectiveness of the practices and standards implemented by divisional management to ensure achievement of goals and objectives using appropriate audit techniques and experienced judgement to resolve issues and make process improvement recommendations to management.
- Provides input into the Divisional training plan by identifying and assessing areas of improvement, needs and skill requirements. Involves reviewing the quality, quantity and performance of staff as identified in the employee job descriptions and Performance Accountability and Development (PAD) plans.
- Assist in the drafting and implementation of guides, interpretation memos, policies and procedures, for the purposes of training new staff, and act as a public liaison for general and technical inquiries.
- Administer training and provide support for staff preparing for BCIN qualification exams.
- Facilitates on-boarding of new staff including, but not limited to, AMANDA, ePlans, ProjectDox, building inspection practices, and other divisional resources, policies and procedures.
- Provides in-house training for specific topics identified in the yearly training work plan.
- Facilitate public meetings with Building Division stakeholders.
- Collaborate with the Plans Examination Training Coordinator on training resources, and delivery.
- Involved in business process reviews, improvement initiatives, provides strategic and process improvement advice to support business operations.
- Makes recommendations for improvements to processes, including efficiency improvements, modification/elimination/development of tools, and the introduction and use of technology.
- Assists in the creation of training manuals, to be used as a resource for new and existing staff and to ensure staff maintain up to dated knowledge of amendments of existing legislation and divisional policies and procedures.
- Liaise with the Ministry of Municipal Affairs and Housing for Ontario Building Code interpretations, Building Code Commission rulings, or facilitate in other dispute resolution methods.
- Assist in the creation and implementation of an appropriate protocol to ensure proper review and training of staff for all Part 3 buildings regulated by the Ontario Building Code.
- Attends sites and perform inspections; enforce the Building Code Act, Municipal Act and applicable by-laws and Codes to ensure fitness for habitation.
- Issue Orders to Comply under the Building Code Act/Regulations, Zoning By-law, Property Standards By-law, Licensing Code, Fortification By-law and Swimming Pool Enclosure By-law.
- Attend and investigate potentially unsafe properties and issue Unsafe Orders where required.
- Assist in the creation and implementation of an appropriate protocol to ensure public safety and remediation of affected buildings.
- Assess repair estimates; make recommendations and follow up.
- Prepare damage reports and oversee permit for reconstruction. Ensure as constructed work complies with the Ontario Building Code and other applicable law.
- Inspect structures designated for demolition. Recommend fitness for habitation.
