Reporting to the VP, the Junior Buyer will support full-cycle procurement, purchasing, and inventory management activities. The Junior Buyer will work closely with the VP Finance/CFO and key leaders in the organization in any formal request to potential suppliers to gather information, quotes or proposals (RFx), facilitating the drafting, posting, supplier Q&A, evaluation of all proposals, supporting contract management and will oversee the management of its frontline and admin inventories and supplies.

The Junior Buyer reports directly to the VP, Finance/CFO, and ultimately, to the Chief Executive Officer.

**Key Responsibilities**:
1. BPSA Compliance
- Assists the VP-Finance/CFO in ensuring all procurement activities, policies, and processes comply to Broader Public Sector Accountability (BPSA) requirements and ethical standards.
- Completion of required documents, including but not limited to, exemption forms, on a timely basis
- As Directed by the VP-Finance/CFO reviews procurement practices to align with regulatory updates and organization policies
- As directed by the VP-Finance/CFO reviews and assists in tertiary research of procurement practices to align with regulatory updates and organizational policies.

2. RFx and Second Stage Preparation
- Assists the Request for Proposal (RFP) process, including assessing the business needs and drafting the RFP to attract qualified vendors, coordinating responses to vendor questions, guiding the internal stakeholder through the evaluation process and assists drafting the contract and negotiations.
- Assists Bellwoods leadership in preparation for all types of procurement requests, including preparation of documents and other ad-hoc procurement requirements to meet operational needs. When applicable, prepares RFPs for capex construction and use of Canadian Construction Documents Committee (CCDC) forms.
- Provide support in engaging Bellwoods stakeholders to develop clear and effective deliverables, technical questions and other relevant information
- Assists in posting RFPs, RFIs and other procurement documents to relevant platforms including utilization of Enterprise Vendor of Record (VOR) and Shared Services such as Ontario Education Collaborative Marketplace (OECM), Mohawk Medbuy, and others
- Contribute to developing new vendors as required

3. Proposal Evaluation Support
- Coordinates with stakeholder teams the evaluation process for all types of procurement.
- Supports in assessment and scoring of proposals.
- Assists in ensuring evaluation criteria are consistently applied and documented for transparency and accountability.
- Coordinates meetings and logistic requirements with vendors and external consultants of Bellwoods.

4. Supply and Inventory Management.
- Monitor inventory levels and recommend restocking as needed but not limited to centralized personal protective equipment (PPE), ceiling lifts and office supplies across all sites of Bellwoods
- Create and process purchase orders in accordance with procurement policies
- Track and expedite orders to ensure timely delivery and resolve discrepancies.
- Maintain accurate records of purchases, pricing, and supplier performance.
- Collaborate with internal teams to understand purchasing needs and timelines.
- Assist in preparing reports on purchasing activity and cost analysis.

5. Contract Development and Management
- Supports vendor relationship management and contribute to supplier diversity initiatives.
- Builds relationships with various vendors and suppliers.
- Manages and maintains a centralized system for all active contracts, tracking renewal dates, key deliverables, and compliance.

6. Stakeholder Education
- Develops and updates resources to support consistent procurement practices across the organization.

7. Technology Utilization
- Utilizes procurement software and tools to streamline processes and improve efficiency.
- Stays updated with the latest technology trends in procurement.

8. Health & Safety
- Actively promote health and safety in the workplace.
- Ensure compliance with OHSA Section 28 and other health and safety regulations

9. Career Development
- Ensures ongoing professional growth and development by identifying and participating in professional training and development activities.
