About Us
Building and maintaining our Provincial infrastructure is no small job.
The Department of Public Works supports Nova Scotia's 23,000 kilometers of roads and highways, and 4,100 bridges. Our Highway Engineering and Construction Division is growing, and we have one (1) challenging and exciting opportunity available for a Technical Services Clerk at Highway Construction Services in Miller Lake.
This is an exciting opportunity to work alongside our Highway Construction Services group who focus on contract work for bridge and highway construction and rehabilitation.
About Our Opportunity
As the Technical Services Clerk, you provide financial and technical support to the Construction Manager, Supervisors and their staff, serving as a problem solver for the Department's annual Capital Program for Highway Construction and Maintenance. You independently prioritize multiple tasks to assist with the Tendering and Technical Services requirements to deliver the annual program for the Province.
Primary Accountabilities
**Key responsibilities include**:
**Tender Coordination**: Assist with the tendering process, including preparing and awarding tenders, liaising with inter-departmental and external agencies, and ensuring compliance with procurement policies.
**Financial & Budget Support**: Monitor expenditures, prepare budget reports, analyze cost elements, confirm budget allocations, and ensure financial accuracy for cost-sharing agreements.
**Accounting & Administration**: Process invoices, review expenditures, prepare financial statements, maintain procurement records, and work closely with the financial division to resolve discrepancies.
**Office & Procurement Coordination**: Oversee office operations, manage supply inventory, coordinate equipment maintenance, and ensure efficient procurement following established guidelines.
**Records & Reporting**: Maintain contract records, compile awarded contracts, oversee document storage and retrieval, and ensure accurate financial tracking.
**Customer Service & Communication**: Respond to inquiries, coordinate with contractors and government officials, process information requests, and support internal teams with technical and financial guidance.
Qualifications and Experience
**The following qualifications are considered assets, including**:
Completed course work in bookkeeping and accounting;
Familiarity with STAR/STOR;
Experience in tendering, procurement, and financial administration.
Proficiency in SAP and financial reporting.
Strong organizational, problem-solving, and multitasking skills.
Excellent communication and administrative abilities.
Experience in government procurement or infrastructure projects.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
Equivalency
An equivalent combination of relevant training and experience will be considered. Related equivalencies include, but are not limited to:
A completed related bachelor's degree and one (1) year of experience
A completed related diploma and three (3) years of experience

Working Conditions
Normal work week is 35 hours.
May be required to work overtime on occasion.
Typically located in comfortable office environment.
Much of the time is spent in a comfortable position with frequent opportunity to move about.
Regularly reads and interprets multiple sources of information, regular requirement to type, read and work on a computer.
May experience pressure with deadline and need for accuracy.
