**Job Summary**
Reporting to the Manager, By Law Services, you will be responsible for supervising the daily operations of the Division's Enforcement Units - Property Standards/ By-laws and Parking Control. As a Municipal Law Enforcement Supervisor, you will provide leadership and guidance to a team of Municipal Law Enforcement Officers (MLEOI & II) to ensure positive and professional engagement with the public, adequate resourcing and the effective delivery of municipal bylaw enforcement that meets the evolving needs of the City of Markham. The Supervisor will coordinate field activities, provide support, guidance and training to staff, and complete performance management and operating reviews. The Supervisor will also assist in preparing and writing reports and presentations for Standing Committee and Council meetings, respond to inquiries from the public, Members of Council and Senior Management, and be part of the Division's Management Team.

**Key Duties and Responsibilities**:

- Participate in recruitment, onboarding, and the ongoing coaching, mentoring, training, development, performance and attendance management of MLEOs and technical and support staff to ensure strong team collaboration, high standards of work quality and organizational performance.
- Monitor and coordinate the workload of your assigned Unit and Division, including reviewing work to ensure compliance with policies and guidelines (ie. Health and Safety, Uniform Procedures, Radio Policy, etc.) and measuring performance, including AVL monitoring and reports.
- Provide responsive and timely customer service to internal and external (ie. government agencies, other corporate departments, residents and businesses) customers.
- Respond to internal inquiries on operations and interpretations of by-laws and enforcement practices, and regularly liaise with other corporate departments and regulatory agencies to resolve problems.
- Review, develop and maintain by-laws, process maps, training documentation, operating procedures and policies, including standard documents and Orders issued under Provincial legislation.
- Ensure set-up and configuration of the automated workload tracking and processing system.
- Leverage reports and data to evaluate, develop and implement processes and creative solutions that support operational efficiency and the evolving needs of the City.
- Prepare reports, presentations and briefing materials for Senior Management and/or Council.
- Assist with research projects and proactively monitor emerging trends and legislation for impacts on the Division and on the City.
- Attend meetings and training as required.
- Other duties as assigned.

**Requirements**:

- A University degree or Community college diploma in the field of law enforcement, public policy or business, combined with Ontario Association of Property Standards Officers (OAPSO) and Municipal Law Enforcement Officer (MLEO) designation is preferred.
- Five to seven years of municipal by-law or licensing enforcement experience with an excellent record of demonstrated performance.
- Experience Supervising Staff in a Unionized environment.
- Working knowledge of the Administrative Monetary Penalty System and related Statutes.
- Experience in the processing of court documentation, procedures, and rules of evidence, and giving evidence in court.
- Ability to work shift work and staggered hours, including regular weekend and evening shifts. Required to monitor and, in some cases, respond to urgent inquiries/issues during non-regular business hours, and periodically monitor in-field staff within the Unit.
- Strong client service and interpersonal skills required to liaise with Council members, City staff, businesses, the public in a positive and professional manner.
- Proven negotiation, problem solving and conflict resolution skills.
- Sound judgement, tact and discretion, with a proven ability to maintain confidentiality.
- Excellent time management, organizational, oral and written communication, initiative, report writing and presentation skills.
- Ability work independently with limited supervision, and mediate disputes.
- Ability to interpret municipal and provincial legislation and site plans.
