**Main Purpose and Function**

Reporting to the Manager, Street Operations Branch and managing frontline Superintendents overseeing operations staff, the Superintendent II is responsible for overseeing construction, maintenance and repair activities on street infrastructure. This position makes key decisions with street construction, repairs and maintenance, including planning, scheduling and budgeting of work activities; and manages operating and capital budgets of up to $40 million annually.

**Specific Duties and Responsibilities**
- Leads a comprehensive team of Superintendents and Supervisors in the planning and execution of construction, maintenance, and emergency works on City streets, boulevards, and lanes in support of ongoing asset health and service levels.
- Supports and participates in the development of capital and operating budgets which exceed $25 million and $40 million per year, respectively.
- Develops, presents, and implements business cases to drive operational improvements in service delivery.
- Leads the development, monitoring, and reporting on operational and financial metrics and forecasts for Operating Programs.
- Supports and participates in departmental initiatives and events that have potential to impact team (e.g. Mentoring Program, Public Works Week).
- Responds to and provides expert guidance on responses to complex or high-profile inquiries and requests from members of the public, Council, and other departments.
- Develops, implements, supports, and ensures adherence to Corporate, departmental and branch policies with team to foster operational efficiency, monitor compliance, mitigate risks, and achieve operational objectives.
- Leads and directs human resources activities for the team including recruitment and selection, assigning responsibilities, labour relations, performance management, attendance management, discipline, grievance handling, and other personnel issues including staff coaching and mentoring.
- Develops strong relationships with key stakeholder groups such as engineering design branches, operations branches, Risk Management, Driver Services, and Supply Chain to ensure ongoing success in coordinating activities that impact each other.
- Leads the team in emergency response activities in support of Emergency Management Department activations.
- Partners with Supply Chain Management to establish and maintain contracts for materials and services and approves purchases from applicable contracts in accordance with Corporate Policies.
- Act as on-call Superintendent during non-scheduled work hours.
- Other duties/responsibilities as assigned.

**Qualifications**
Education and Experience:

- Diploma in Engineering or Public Works with considerable related experience, or an equivalent combination of education, training and experience.
- Experience leading diverse and multi-disciplinary teams within a unionized environment.

Knowledge, Skills and Abilities:

- Comprehensive knowledge of Occupational Health and Safety standards including WorkSafeBC regulations.
- Proficient in street construction and maintenance techniques, and Ministry of Transportation requirements.
- Strong understanding of management principles, policies, and practices, including recruitment and selection, leadership, performance management, attendance management, and collective agreements.
- Skilled in leadership, motivating, engaging, and mentoring staff.
- Proficient in problem solving and conflict resolution.
- Effective communication (oral and written), interpersonal, and presentation skills.
- Capable of developing and maintaining positive relationships with internal and external stakeholders.
- Experienced in overseeing operating budget, forecasts, cost controls, scheduling, and work planning.
- Proven ability to initiate and implement creative and innovative technical, policy, or process changes with staff and stakeholders' support.
- Displays tact and discretion when handling confidential and sensitive matters.

Driver’s License and Record Checks:
