**POSITION SYNOPSIS AND PURPOSE**:
This non-union position, under the direction of the Manager of Roads and Transportation, participates in the supervision and direction of roads and transportation crews, all within approved City policies and guidelines while assuring compliance with the Municipal Act Minimum Maintenance Standards for Municipal Highways (as amended). Assists and provides day-to-day support and performs a variety of jobs related to roads and traffic maintenance operations, provides exceptional customer service responding to roads and traffic inquiries, and provides technical recommendations through various mechanisms i.e., internal reports. This position provides technical support and recommendations in the planning, design review, and inspection process. Assists in project management of capital projects and the planning and implementation of roads/traffic studies and programs. May delegate specific responsibilities to staff members, together with the necessary authority for their fulfillment, but may neither designate nor relinquish overall responsibility for the results.

**MAJOR RESPONSIBILITIES AND ACCOUNTABILITIES**:
Operational (65%)
- Supervises, coordinates, and schedules the daily activities of staff assigned to the maintenance of the City's road infrastructure, all within approved guidelines.
- Ensures that the quality, timely progression and completion of work projects and service requests are carried out in accordance with Municipal/Provincial standards.
- Carries out inspection duties with regards to keeping accurate records of road conditions, to reduce liability claims and to ensure that roads and transportation maintenance and operating standards are being maintained.
- Assists with the engineering design review and tender documents for capital projects.
- Recommends to the Manager of Roads and Transportation means and methods of improving road operations, assists in the operating budget process, implements, and maintains approved changes and procedures, ensures that all winter maintenance equipment is ready for the season, and coordinates annual sidewalk/road/curb and gutter condition surveys.
- Reviews and discuss job schedules and progress including equipment and supplies with the Manager of Roads & Transportation.
- Provides input on modifications or improvements to the Roads and Transportation Service Area policies, procedures, and practices to improve the functions and safety of the departments operations; provides input to written work procedures.
- Performs such other duties necessary to maintain an effective and efficient continuity of functions including; providing response to overweight and oversize moving permits, reviewing on street parking permit requests, reviewing and monitoring road cut permits with respect to work acceptance and deposit return and reviewing and issuing driveway permits.

Administration (35%)
- Participates in and administers the Corporate Health and Safety Policies and Procedures as well as Statutory Regulations which affect the employees, residents, and operations of the Corporation. Ensures that standards for safe working conditions are observed. Trains staff in job duties, safety procedures and City policy. Arranges for external training when required and maintains training records.
- Participates in interviewing, hiring, appraising, and training of roads and transportation operations staff, local purchasing of materials and the hiring and supervision of rental equipment, within approved policies, to ensure the efficient and timely completion of projects. Oversees, co-ordinates and schedules the activities of contractors, as required.
- Provides Customer Service and assistance to the general Public, City staff and outside agencies, answer telephone calls regarding Roads and Transportation service.
- Researches and recommends amendments to Roads and Traffic technologies, policies, and procedures. Introduces new products, vendors and establishes guidelines for acceptance of use. Researches and provides technical guidance on the road/traffic design of new and ongoing projects.
- Aids in the preparation of tender documents related to Roads & Transportation.
- Provides information to the Asset Management Coordinator to ensure accurate drawings and plans of new and existing infrastructure within the GIS.
- Summarizes and analyzes data related to roads and traffic operations for use in the development of annual reports as required to comply with all relevant regulations.
- Drafts council reports related to roads and transportation operations.
- Review and approve invoices as per City purchasing policy.
