**Job Summary**

Reporting to the Registrar & CEO, the Manager, Communications (Bilingual) will be responsible for developing and executing the internal and external communication strategies for the College, while simultaneously promoting the College’s mission and vision through daily operations. This role is critical to ensure governance, DEI, compliance, AODA, operational, and regulatory standards are upheld through all communication channels. In addition, the Manager, Communications (Bilingual) role focuses on conveying complex regulatory information in an accessible manner, building trust across various system partners, as well as preparing and distributing regulatory reports and materials.

**Major Duties/Responsibilities**:

- Develops and manages the College’s communications strategy to support daily operations, compliance with regulation and policies, and advance strategic goals.
- Builds and maintains relationships with regulatory bodies, government agencies, and other internal/external system partners.
- Provides oversight for and is responsible for the development of all methods of communication including the College website, Public Register, other platforms.
- Organizes and manages live and virtual events such as Town Halls and professional development offerings.
- Staying up-to-date with AODA regulations and ensuring that all internal and external communications are compliant with the act.
- Creates and reviews communication materials to ensure they reflect principles of DEI.
- Serves as a media contact and represents the College in external system partner initiatives as required.
- Continuously monitors the external environment for issues and trends to adjust College communication strategies, inclusive of any potential crisis or regulatory concerns.
- Provides recommendations and reports about refining communications activities using monitoring and analytic tools, providing metrics, analytics and reports when needed.
- Responsible for coordinating translation services for all methods of communication.
- Adheres to the principles and guidelines for record keeping, procurement and expense approvals within the Communications department.
- Manages the departmental budget.
- Other reasonable duties as assigned by Registrar & CEO

**Requirements**:

- Bilingual in both English and French (verbal and written) required.
- Post-secondary degree or diploma is required in a related field such as Communications, English, Journalism, Public Relations, Political Science, Public Health, Health Communications or equivalent.
- 3+ years of relevant work experience.
- Advanced proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint) and Adobe Acrobat required.
- Demonstrated knowledge of website design, content management issues and user interfaces.
- Direct experience working in health regulation preferred.

**Skills**:

- Superior writing and editing skills with the ability to draft clear, professional communications.
- Strong and effective verbal and written communication skills with colleagues and other system partners, including committee members and the public. Able to recognize the needs of a particular audience and modify communications to match those needs.
- Strong organizational, interpersonal, business, analytical and presentation skills.
- Demonstrates analytical and problem-solving skills.
- Detail-oriented. Handles sensitive and confidential issues using well-developed discretion, professionalism, and judgement.
- Manages and organizes a complex workload. Able to work in a dynamic environment and can recognize shifts in priorities.
- Media training is an asset.
