Under the direction of the Manager of Engineering the Branch Head fulfills the function of "Team Leader" by directing, coordinating and supervising the activities of the Branch, and by undertaking assignments related to the planning, development assessment and operational support for the water supply and treatment and distribution, including conducting engineering analyses, preparing reports and designs, operational diagnosis, input to the development agreement process, conceptual/functional design, public consultation, implementation of detailed design for the construction of major capital works, and identifying funding requirements for the Annual Capital Estimates and the 5-Year Capital Program. The Branch Head directs the functions indicated above within the framework of Council Policies and conforming to Provincial environmental licensing requirements to improve drinking water service delivery to our customers. **As the **_Branch Head - Water Planning & Project Delivery_**_ _**you will**: - Undertake the overall management of the Drinking Water Program activities and provides quality assurance and control to ensure the success of the program. - Undertake Resource Management to ensure effective and timely use of Branch resources. - Undertake Financial Management to ensure appropriate expenditure of funds and value for money. - Undertake Environmental leadership within the Water Program to protect our water source, promote sustainability, and efficient use. - Undertake communication within the Department, with other City Departments, other levels of government, engineering and other consultations, the general public and the media. - Develop and recommend environmental, technical and administrative policies and revisions to By-laws and Legislation and strategic plans such as Our Winnipeg and the Sustainable Water and Waste Strategy. **Your education and qualifications include**: - Bachelor of Science Degree in Engineering. - Masters Degree in Engineering is preferred. - Postgraduate courses in water/wastewater engineering or project management is preferred. - Eight years’ experience in engineering planning, conceptual and detailed design, project management, administration and construction. - A minimum of eight years’ experience in the effective management and supervision of professional staff and consultants. - Thorough knowledge of engineering service capabilities of engineering consultants and administration of such services. - Project Management and supervision skills for a large complex section/organization. - Ability to work independently with minimum supervision/direction and to make recommendations on mature judgment. - Ability to communicate clearly and effectively, both verbally and in writing. - Computer skills related to work processing, spreadsheet, project management software and database software. - Ability to establish and maintain effective working relationships; work under stressful circumstances involving time limits and/or extended hours in emergency situations; plan, organize, supervise and coach the work of the professional & technical staff and numerous consultants. **Conditions of employment**: - The successful applicant must maintain legal eligibility to work in Canada.
