Wastewater Planning and Project Delivery Branch Head

Under the general direction of the Manager of Engineering Services, the Wastewater Planning and Project Delivery Branch Head is responsible for strategic management of the Branch through directing, coordinating and supervising the activities of the Branch, and maintaining close liaison with the Wastewater Services Division to ensure that the facility and systems development are prioritized and coordinated. This includes undertaking assignments related to the planning, development assessment and operational support for the wastewater collection and treatment systems including conducting engineering analyses, preparing reports and designs, operational diagnosis, conceptual/functional design, regulatory liaison and approvals, and identifying funding requirements for the Annual Capital Budget and the 5-Year Capital Investment Plan.
This position oversees the management of the Combined Sewer Overflow (CSO) and Basement Flood Management Strategy program which will require significant capital investment over the next 20+ years in order to meet new Provincial licence requirements. This position also provides a key interface with the Winnipeg Sewage Treatment Program for the planning of sewage treatment plant upgrades.
The Branch Head directs the functions indicated above within the framework of Council Policies and conforming to Provincial Environment Act Licences to improve service delivery to internal and external customers. This position is also responsible for the human resources and current budget development for the branch, which consists of a variety of WAPSO and CUPE direct positions.
**As the **_Wastewater Planning and Project Delivery Branch Head_**_ _**you will**:
- Manage, lead, and supervise staff to ensure effective and timely use of Branch staff and resources.
- Undertakes communication within the Department, with other City Departments, other levels of government, engineering and other consultations, the general public and the media.
- Undertakes Financial Management to ensure appropriate expenditure of funds and value for money.
- Undertakes overall planning and program management for the Combined Sewer Overflow (CSO) and Basement Flood Management Strategy program and Wastewater System Monitoring and Planning of the City to ensure level of service is maintained and Environment Act Licences are complied with.
- Develops and recommends environmental, technical and administrative policies and revisions to By-laws and Legislation and represents the City in strategic municipal research/practice studies.
**Your education and qualifications include**:
- Bachelors Degree - Engineering
- Postgraduate courses in wastewater, asset management, project management, and change management are preferred.
- Attainment of a Project Management Professional (PMP) designation/Prince II certification and ADKAR at the time of hire is desirable. Applicants who have not yet attained these certifications are required to obtain within a 6-year timeframe.
- Minimum of 8 years’ experience in leadership; negotiation; collaboration; supervisory experience planning, organizing, directing, motivating and managing professional and administrative staff effective management and supervision of professional and technical staff and constultants, preferably in a public sector environment.
- Experience with strategic planning and determining and setting priorities based on organizational mandates and initiatives.
- Experience in Project and Asset Management, and supervision skills for large complex sections/organization.
- Previous success leading change initiatives, navigating complex environments and influencing desirable outcomes through positive and collaborative relationship management.
- Knowledge of engineering design construction/rehabilitation of wastewater collection and treatment assets and related national, provincial and municipal engineering standards including regulations, codes and by-laws pertaining to the work.
- Knowledge of administrative procedures and financial management.
- Knowledge of maintenance practices within the City.
- Awareness and/or participation in relevant professional associations, committees and organizations.
- Ability to work independently under stressful situations and make timely decisions with limited information.
- Demonstrated ability to communicate effectively both verbally and in writing.
- Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
- Knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that is applicable to the area of work.
- Ability to work extended hours in emergent situations.
