**Position Purpose**
Reporting to the Senior Manager, Water Infrastructure Operations, this leadership position has overall responsibility for the safe and effective operation and maintenance of the CRD’s water transmission operations primarily associated with the Regional Water Supply System. This position ensures operations safely and successfully meet appropriate regulatory guidelines and requirements, are economically sound, environmentally responsible and consistent with public health and safety.

**Key Accountabilities / Position Outcomes**
- Provides leadership and strategic direction necessary to ensure the success of Operational projects and initiatives.
- Ensures policies, structures, systems, resources and management practices are in place and effectively support Operational initiatives.
- Ensures regulatory compliance - liaise with other CRD departments to provide technical assistance and guidance to ensure relevant legislation and guidelines are met.
- Oversees and implements monitoring processes to ensure operational and safety standards and protocols are sustained.
- Determines current operating requirements and leads the preparation of annual and capital budgets, authorizes expenditures, and ensures appropriate budgetary controls in line with corporate standards.
- Uses leadership, coaching, and employee development practices to create a highly engaged team of supervisors, professionals and staff with the knowledge, skills and abilities to be successful in their current role and future career development.
- Uses diplomacy, tact and strong written/verbal communication, presentation and relationship building skills to maintain strong relationships with internal and external partner and stakeholders.
- Responsible for the leadership and management of employees and contractors within area of responsibility, including employment and labour relations matters involving: employee hiring, promotion, demotion and other personnel matters; discipline and discharge; representing management in the grievance procedure; input on behalf of management into labour relations matters, and representing management on committees; maintaining Employer confidentiality; and developing, supporting and implementing various corporate and legislated policies, procedures and practices.

**Qualifications**
- A related Diploma (Civil Engineering or Environment Engineering) and ten (10) years leadership experience, including demonstrated leadership and supervisory experience. Registration with the Applied Scientists and Technologists of BC. Certification under the BC Environmental Operators Certification Program, including Water Treatment IV Certification, Water Distribution IV Certification would be considered an asset. An equivalent combination of education and experience may be considered.

- Exceptional motivation, team building, and interpersonal skills.
- Demonstrated senior experience and/or knowledge of a water treatment systems.
- Operational knowledge of Worksafe BC regulations and the ability to plan and coordinate projects to ensure safety of employees, contractors, consultants and the public.
- Project management skills and the ability to manage multiple projects with diverse objectives and deadlines.
- Ability to respond to emergency situations both in the field and in an office environment to coordinate Operations’ response from a management level.
- Ability to work in a primarily office environment with field visits/inspections/coordination on a semi-regular basis.
- Demonstrated ability to communicate well with staff, colleagues, and senior management on operational and tactical issues both orally and in written form.
- A Valid BC Driver’s License.
