**Position summary**:
Reporting to the Manager, Accounting Services, the Budget and Reporting Officer is responsible for agency budget and reporting requirements and related functions to support the Manager and the Corporate Services Accounting Department in accordance with agency policy, legislated, ministry and other requirements.

**Responsibilities**:

- Facilitates sound financial planning by maintaining an effective budget system, collaborating with directors and/or managers to problem solve and develop the overall budget.
- Provides current financial forecasting by maintaining up to date knowledge of current and projected agency activities, Ministry funding and costing structures of programs.
- Establishes, implements and monitors financial/budget services policies and procedures.
- Prepares and analyzes agency wide budget variance on quarterly basis.
- Implements budget strategies to mitigate risk and account for changing budget environment.
- Designs and modifies budgeting and financial processes to ensure accurate and timely forecasting.
- Prepares and ensures all external financial reporting obligations to various Provincial/Federal partners are completed and submitted within expected deadlines.
- Supports the annual audit process.
- Ensures the agency is compliant with all government requirements and accepted financial management principles, ensuring financial controls are in place and supporting financial audits when required.
- Review special projects activity to ensure that all revenues projections and expenditures costing have been recorded in compliance with the funding agency guidelines and to ensure maximization of a contribution to the agency.
- Review of project contracts to mitigate risk to the agency.
- Serves as financial expert during software implementation of financial systems.
- Provide support to the Manager for developing and monitoring of the capital budget.
- Support Junior Accountant in the creation of the monthly financial statements.
- Contributes to the development of program plans and develops, plans, implements, coordinates and evaluates assigned projects in consultation with the manager and other team members as required.
- Participates in the orientation of staff, students, volunteers and others as may be required for the position.
- Participates in the development of the agency strategic plan, goals, objectives, and program/service activities as required.
- Reflects the agencies mission, vision, and strategic priorities in day-to-day work.
- Understands and incorporates the social determinants of health in programming.
- Provides input for the ongoing development of program policies and procedures at the agency, division, program and team level.
- Works collaboratively as a multidisciplinary team member that may include students and volunteers, to meet established goals and objectives.
- Keeps direct supervisor up-to-date on salient events and issues related to assigned responsibilities.
- Demonstrates professional conduct and communication in interactions with others.
- Demonstrates strong interpersonal skills including: effective problem solving, conflict resolution, negotiation and mediation skills.
- Maintains professional competence via appropriate continuing education and self-directed study.
- Focuses on building community relationships, networks and coalitions and provides consultation specific to agency programs.
- Applies appropriate technology to comprehensive programming (i.e. use of computerized health information and resources).
- Writes as required or assists with grant proposals and solicits corporate sponsorship, coordinates grant budgets and project activities.
- Understands and implements procedures for proper collection, creation, storage, access, retention, and disposal of records.
- In a public health response, employees may be temporarily assigned alternate duties which do not exceed the qualifications, skills and abilities of the individual.
- Supports managers concerning budget and reporting requirements.
- Participates, as required, on standing committees, ad-hoc committees at the divisional and agency level.
- Act as a liaison with external agencies with respect to budget and reporting functions, when requested.
- Serve on external committees as required and approved by the Manager.
- Maintain contact with professional organizations and associations.
