In performing this role, staff oversee the gaming operators, Atlantic Lottery Corporation and Casino Nova Scotia, who carry out the day-to-day business and work closely with the Nova Scotia Alcohol, Gaming, Fuel and Tobacco Division of Service Nova Scotia, which regulates gambling activity in the province. The Government, and ultimately the people of Nova Scotia, are the shareholders and owners of the industry.

The Branch also contributes to the Province's support of the environmental, economic and social sustainability of Nova Scotia's alcohol industry.

About Our Opportunity

Reporting to the Director, Finance, the Manager, Compliance, Risk and Regulatory Affairs is a critical role within the organization and is responsible for the development and management of compliance frameworks, operating policies and procedures and risk management. A proven relationship builder with strong written and verbal communication skills, the Manager works closely with the gaming operators to advance policy and regulatory reviews and audits, manage compliance-related issues and advance new products and initiatives through the regulatory approval process.

The Manager is accountable for providing leadership and support with respect to compliance management, including maintenance or enhancement of existing compliance processes, standards and performance metrics; the identification, reporting and management of risk; and other regulatory matters.

Additionally, this position leads internal procurement processes and acts as the Compliance Officer for the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), Risk Management Officer, and provides support on gaming-related Freedom of Information and Protection of Privacy (FOIPOP) requests. The Manager is also responsible for monitoring legislative changes that may affect the organization and its stakeholders, which may require informing and assisting management on the development of legal documents and contracts.

Primary Accountabilities
  • Provide support, guidance and leadership to senior management, staff and Service Providers on a variety of issues related to compliance, risk management and regulatory affairs.
  • Work closely with gaming Service Providers and regulators to advance initiatives, identify and mitigate risk and manage compliance-related matters.
  • Prepare briefing notes, reports, presentations and materials for the Audit Committee and senior management.
  • Organize and manage operational input and reporting of initiatives to ensure reporting obligations are met. Create well-structured, evidence-based reports for external audiences.
  • Evaluate and recommend improvements to existing policies and/or create new policies and related procedures through research, analysis, and consultation.
  • Promote awareness of policies, legislation (statutes) and regulations related to gaming operations, and provide instruction to management and staff to ensure understanding and entity-wide compliance.
  • Keep up to date on government procurement policies, practices and agreements, and ensure they are followed as required.
  • Play an advisory role in providing guidance, regulatory interpretation, training and other assistance on appropriate standards and business practices to support operations in managing their Anti-Money Laundering (AML)/Anti-Terrorist Financing (ATF) activities.
  • Play a lead role in managing and responding to periodic exams/audits and various regulatory bodies related to accountabilities.
  • Further contractual compliance and protect Government's interests in corporate and commercial transactional matters.
Qualifications and Experience

The ideal candidate will have an undergraduate degree and a minimum of 5 years of experience in a compliance and risk management role involving contract interpretation, negotiation, control or risk assessment, monitoring and compliance auditing and reporting.

In addition to the above, the following experience and qualifications are required:

  • Effective leadership skills, including the ability to provide solutions and alternatives to complex issues, accomplish goals and objectives, meet deadlines and achieve specific and accurate outcomes.
  • Expertise working in a regulated environment and interpreting regulatory requirements, and the technical knowledge and skills to design and recommend a policy and monitoring framework.
  • Strong written and verbal communication skills and ability to evaluate, give clear direction, and provide feedback.
  • Excellent interpersonal and collaboration skills, with ease in building and maintaining working relationships both within and external to the organization.
  • Detail oriented and an analytical mindset, with a demonstrated history of providing sound advice and accurate information.
  • Strong project management skills, including the ability to set priorities and effectively manage time and resources.
  • Working knowledge of Microsoft Office applications, including SharePoint, Excel, Word, Outlook, and PowerPoint.
  • Subject matter expertise of AML/ATF legislation, related regulations and guidelines (PCMLTFA, OSFI, FINTRAC) would be considered an asse, as would knowledge of the gaming industry.
  • Successful completion of a security clearance application process will be required as a condition of your employment.
