Associate Dean, College of Medicine (Regina) Primary PurposeThe Associate Dean, Regina Campus is a member of the senior leadership team of the College of Medicine and a Senior Administrator of the University. The Associate Dean carries delegated authority from the Dean and is responsible for the development, implementation and evaluation of the performance of the Regina Campus. In this capacity, the Associate Dean is responsible for developing, implementing and advancing the academic and operational leadership of the Regina Campus, ensuring its full alignment and integration with the overall strategic leadership of the College of Medicine. The Associate Dean reports to the Dean of the College of Medicine and works collaboratively with other Associate Deans, Vice-Deans, Provincial Heads, and members of the senior leadership team of the college to ensure the design and academic quality, integrity, and delivery of undergraduate, graduate, and continuing medical education programming offered through the Regina Campus meets or exceeds the defined program outcomes and expectations set for learners, is fully integrated with the overall directions, expectations, and academic and professional standards set by the College of Medicine, health care partners, professional colleges, and accrediting bodies. The role supports and champions teaching and learning innovation and excellence and promotes and encourages learners’ success. The Associate Dean provides leadership in creating opportunities for innovative projects and opportunities to support internal and external partnerships of the Regina Campus. The University and College of Medicine Mission, Vision, Principles, Values and Strategic Plans will inform the position in fulfilling the responsibilities of the role. Nature of the Work The Associate Dean fully participates in the college planning processes and acts as the Dean’s delegate in advancing the strategy and planning of the Regina Campus. The position provides leadership to faculty, staff and learners as a member of the college senior leadership team and ensures the Regina Campus is fully integrated with other academic and administrative units of the college and university to enhance the capacity and quality of teaching and learning in the Regina Campus. The Associate Dean provides leadership for the development and implementation of a comprehensive, integrated academic plan for the Regina Campus and is responsible for building strategic partnerships with internal and external stakeholders to expand the impact and visibility of the Regina Campus and to promote teaching and learning. The Associate Dean collaborates with diverse communities and stakeholders requiring an awareness of and sensitivity to issues around Indigenization, equity, diversity, inclusion and accessibility. The Associate Dean functions in a highly demanding environment that requires the foresight to balance a multitude of needs, demands, and strategies; constant vigilance for issues and challenges; and prioritization of limited resources. The role requires working with multiple stakeholders and constituencies both internal and external to the college (learners, faculty, individual physicians, Saskatchewan Health Authority, Saskatchewan Medical Association, provincial government, academic departments, etc.). The Associate Dean, in consultation with the Dean, is responsible for determining the nature and extent of their own academic and clinical activities ensuring those activities do not conflict or interfere with the performance of the responsibilities of the Associate Dean role. The role of the Associate Dean is conceptualized as a full-time position, however, less than 1 FTE is negotiable (up to a minimum of FTE) to accommodate clinical activities required outside the role. Qualifications, Education, and Experience An MD and a proven track record in teaching success and progressive experience in an academic health related environment with recent experience in leadership is required. Demonstrated success in developing and implementing a vision and strategic plan are essential. Strong interpersonal skills and relationship building competence is vital. Experience working with diverse communities and stakeholders in an academic health setting is required. Indigenous engagement is a strategic priority at the University of Saskatchewan and the College of Medicine, and the candidate must possess knowledge and understanding of issues, including cultural, socio-economic, and other factors affecting Indigenous Peoples. The role also requires experience with financial management, human resource management, and a commitment to supporting and promoting research. Applicants must currently hold an appointment with the University of Saskatchewan and reside in Regina or be willing to relocate to Regina.Accountabilities The Associate Dean will carry delegated authority, responsibility and accountability for matters related to the Regina Campus. The Associate Dean, Regina Campus is accountable for the following outcomes: Strategic Planning and Resource Management: Participates in setting the strategic direction of the College of Medicine and acts as the Dean’s delegate in advancing the strategy and planning of the Regina Campus. Ensures academic plans and initiatives are aligned with emerging trends and needs of the college and key stakeholders. Implements strategies, programs and services in collaboration with internal and external stakeholders and designs performance indicators to assess progress Develops and effectively manages annual budgets and multi-year budget plans for the Regina Campus in accordance with college and university policies and identifies innovative solutions to resource challenges. Ensures effective and efficient academic programing. Consults and negotiates as required with internal and external stakeholders to ensure long-term growth and sustainability of resources. Enhances the image and reputation of the college within the University and externally at the provincial, national, and international levels. Represents the college and liaises with representatives from government, regulatory bodies, health authority, advisory committees, and other networks to ensure strategic alignment of college goals and to promote a reciprocal understanding of how the College of Medicine contributions can strengthen the interprofessional publicly funded health and postsecondary education systems. Academic Leadership Participates in setting the direction for undergraduate, postgraduate, and continuing medical education ensuring the Regina Campus adheres with the applicable accreditation standards and is integrated across the college. Ensures the Regina Campus planning, implementation and evaluation meets the needs of the faculty involved in the delivery of medical education and defines, communicates and evaluates academic outcomes and priorities within the Regina Campus. Provides leadership in the pursuit of funding from external stakeholders. Contributes to the college leadership, infrastructure and human resources to support Indigenous initiatives. Promotes the academic agenda of the Regina Campus ensuring goals are considered in the College decision making forums, complement planning, and program and service development and delivery. Supports and enhances the college’s ability to connect learners across the province by increasing opportunities for learners studying at distributed sites to interact and engage with faculty and learners on each campus. Coordinates initiatives and ensures the college teaching and learning infrastructure supports effective program delivery, Indigenization, equity, diversity, inclusion and accessibility initiatives, and advocates for learners’ retention and success initiatives, assuming a leadership role in the development of a culture of learners’ success in the college. Provides leadership in implementing a highly integrated, interprofessional, educational experience for learners in the health professions and supports a provincial approach to program delivery using distributive learning methodologies within an interprofessional framework. Establishes excellent working relationships and facilitates two-way communication with other colleges and administrative units. Facilitates and leads opportunities for external collaboration regionally, nationally, and internationally. People and Environment Interprets and applies collective agreements, labour legislation, employment law, policies, procedures and contracts with respect to the administration, allocation and reallocation of human resources, faculty and staff complement, and other direct reports. Holds people accountable for high standards of performance and outcomes and exercises authority to initiate or recommend disciplinary considerations with respect to faculty, staff and/or learners and to formally or informally reprimand and discipline staff, and acts on the authority delegated by the dean to oversee the College of Medicine processes regarding complaints and appeal regulations. Encourages and support physician leadership opportunities and ensures the success of faculty through the provision of Regina-based learning opportunities and encouraging faculty development Promotes, supports and rewards outreach and engagement activities of faculty to identify and understand their educational needs and identify changes required in the undergraduate and postgraduate education. Ensures positive, diverse, and inclusive work and learning environments promoting a culture of professionalism, dignity and respect consistent with the College and University core values. Creates and maintains positive and professional relationships with internal and external partners (learners, faculty, physicians, health authority, Saskatchewan Medical Association, provincial government, academic departments, community, etc.) Assists and facilitates recruitment of undergraduate and postgraduate medical learners to Regina Campus. Builds organizational capacity for change, fosters environments of innovation, collaboration and creativity successfully contributing and leading change within the college. Receives and responds to learners’ concerns in accordance with established policies and procedures related to student affairs, including academic misconduct and student discipline. Risk Management Incorporates the identification, assessment, and management of risks into the planning processes for the Regina Campus and college. Ensures high standards of sensitivity, awareness and compliance with respect to wellness, health and safety, equity, diversity, inclusion and accessibility. Ensures communication, education and compliance with university policies, provincial and federal laws and regulations, collective agreements and ethical and professional standards. Ensures compliance with program approval and accreditation standards and provides leadership or contributes to program approval and oversees the implementation and maintenance of accreditation standards and accreditation reports where appropriate.
