What you can expect from this position: Reporting to the Director, Government Relations and Aviation Policy, the Associate Director, Airport and Aviation Policy will support in managing Toronto Pearson’s engagement with key government and agency partners at the federal, provincial, and municipal level and is responsible for leading the development of government and stakeholder relations programs and policies related to supporting airport development projects, and aviation at Toronto Pearson International Airport. As a collaborative leader to a small and impactful team, you will work interdepartmentally to understand airport and aviation business needs, and create, advocate for, and implement policy positions that support Toronto Pearson’s future transformation and operations. This role will also provide strategic policy advice to the GTAA Executive Team on matters related to GTAA’s regulatory functions related to aviation, airport operations and security, transit, land use, and other developments impacting aviation around Toronto Pearson International Airport. As Associate Director, Airport & Aviation Policy, you will: Primarily focus on the development of Airport and Aviation Policy positions. This includes: Leading the day-to-day execution of policy position development and enactment strategies focused in: Aviation, Transportation and Transit, Land Use Planning, Community Issues, and Sustainability. Lead the development and implementation of policies, strategic projects and programs by: Managing multiple, complex projects that drive action on strategic modernization and business transformation initiatives. Creating evaluation frameworks and carrying out evaluation of policies and programs to ensure successful implementation and continuous improvement. Collaborate with key stakeholders internally, as well as external aviation stakeholders, to understand operational requirements, and develop policies, frameworks and processes to meet identified needs. Lead and conduct research, work with qualitative and quantitative sources of data, and develop evidence-informed recommendations based on findings. Manage and oversee the GTAA’s Noise Management Office, including noise complaint processes, community engagement, equipment, staff, and relationships with noise system service providers, ensuring the accuracy of data collected by the Aircraft Noise and Operations Monitoring System (ANOMS). Provide strategic direction and guidance for complex operational initiatives across multiple business areas, in accordance with applicable legislation, regulations, government policies, processes and directives. Represent the GTAA as you develop and maintain strong and effective relationships with government (both elected and non-elected) and industry stakeholders, leading and organizing meetings with industry and community stakeholders on behalf of the organization. Prepare reports, research reports, knowledge translation materials, briefing notes, presentations (for senior leaders and Board members), policies, budgets, and program documentation. Establish strong stakeholder relations networks nationally and provincially across the aviation sector and monitor key trends and priorities of external stakeholders. Lead the research, scope, build, delivery, and execution of policies, programs, and innovations for the GTAA’s Noise Management Program, collaborating with key internal, external, and industry partners to effectively present and communicate updates. Commit to and role model the GTAA Leadership Behaviours to support and further the business’ vision through the build and development of diverse, multi-skilled teams. This is the role for you, if you have: 8 years of relevant work experience, preferably in the Municipal, Provincial of Federal government environment developing, advocating for and implementing policy across a diverse array of subject areas. Experience should focus on complex policy initiatives which have involved political, internal executives and external stakeholders, diverse business objectives and agendas, and have resulted in improved regulatory outcomes. Exceptional leadership and communication skills, including political acuity, diplomacy, negotiation, and the ability to exercise sound judgment and discretion. Proven ability to manage complex, multi-disciplinary projects, oversee diverse deliverables across departments, prioritize competing demands, and adapt to emerging opportunities. Advanced knowledge and technical proficiency, including socio-economic principles of aviation and regional planning, research methodologies for large-scale data, and strong skills in Microsoft Office and Google Suite. A university or master’s degree in planning, Urban Design or a related field, would be considered an asset. Ability to obtain and retain a Transportation Canada Security Clearance.
