ABOUT THE ROLE Reporting to the Manager, Capital Delivery & Technical Services, is responsible for coordinating the implementation of capital projects for housing facilities owned and managed by Housing York, the facilities owned and managed by the Region and assigned homeless shelters; providing project management services to housing providers; supervising a technical team in the design, planning and contract management of assigned multi-unit residential housing, program area and shelter related capital renovation and construction projects; providing guidance and technical assistance to Regionally funded housing providers in the identification, procurement and implementation of capital upgrades; providing technical consulting advice, ensuring compliance with legislation, contributing to annual plans and policies and conducting research on industry trends and equipment; acting as liaison between contractors, consultants, owner/operators, housing provider boards, other project leaders and the Region to ensure that all aspects of these projects are performed effectively, including financial tracking and control. WHAT YOU'LL BE DOING Acts as the Housing Branch’s lead on planning and managing capital renovation projects and contracts for Housing York, and shelter properties, as assigned. Obtains approvals from outside agencies for capital works construction projects and prepares reports required for the Manager; obtains input and requirements from other Branch representatives for the design of the assigned capital projects. Prepares detailed estimates of project costs and participates in the preparation of annual budget. Participates in the tendering process; provides technical expertise and ensures compliance with appropriate legislation, policies, approved plans, specification and drawings. Monitors and prepares reports on potential over/under expenditures, as well as recommendations for preferred course of action. Participates in the development of annual and multi-year building capital plans by assisting in the analysis of planned capital works projects, inspecting applicable buildings and systems, evaluating cost estimates and conducting research on the latest trends and equipment in the industry. Monitors service contracts, ensures specifications are prepared in a timely and efficient manner with input from user groups; identifies and promotes opportunities to achieve tendering and operating efficiencies through multiple party tendering. Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices. Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies. Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing. Leads project teams, maintains/develops liaison between multiple project teams, contractors and consultants to ensure that project time lines meet Regional targets and objectives. Assumes functions of the Manager in that person’s absence, as directed. Performs other duties as required to meet Divisional/Branch and Departmental objectives. WHAT WE'RE LOOKING FOR Successful completion of a University Degree in Architecture or Engineering Sciences or approved equivalent combination of education and experience. Must be certified as a Project Management Professional (PMP) or demonstrate an equivalent through project management experience. Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business. Knowledge of the theory, principles and practices related to building design, construction, architectural and engineering principles. Excellent knowledge of applicable Federal/Provincial Building Codes, the Construction Lien Act, Municipal By-Laws and other relevant Standards, Acts and Regulations.
