General Job Information JOB SUMMARYThe position is located in the Department of Parks and Recreation, Human Resources Office. The primary function of this position is to develop and implement agency-wide policies and programs encompassing all aspects of human resources management including employment, employee benefits, compensation, placement, regulatory compliance, and employee assistance. Incumbent advises senior-level managers and directors with regard to organizational development and training; and is the focal point for high-level policy coordination internally and externally.DUTIES AND RESPONSIBILITIESParticipates as a member of the agency's senior management in the management of the agency. Serves as the agency focal point for human resources inquires and administrative issues. Conducts human resource strategic planning. Work with the Office of the Chief Financial Officer (OCFO) in the identification, distribution, allocation and control of FTEs throughout the agency. Establishes a viable agency position control system to maximize available manpower allocation and plan for unique human resource needs. Works with OCFO in agency personnel budget preparation and changes with regard to existing personnel costs and new position changes in positions. Counsels management in accomplishing organizational and operational goals and identifying and resolving human resources issues. Provides human resources policy guidance, technical expertise, and consultation to other managers and staff within the agency. Renders decision in the interpretation of the human resources regulations to agency management and employees. Recommends human resource policy or operations changes, consistent with District human resource laws, rules, regulations, priorities, objectives, and any new mandates to the agency head and monitors implementation when approved.Coordinates the human resources liaison function including establishing a monitoring and reporting system and responding to human resource problems. Works with DCHR entities, as appropriate/necessary, to ensure accurate benefits and retirement administration, position classification, recruitment and placement of personnel for/within the agency. Ensures the controls are in place to identify staff development and training needs relative to the mission and function of the agency and that agency employees receive the necessary training. Provides agency human resource representation at meetings, hearings, contract negotiations, presentations, proceedings, and committees. Acts as the agency's main contact for employee issues acting for the agency head as technical authority in grievances. May represent the agency's interest(s) in collective bargaining. Assists subordinates, as necessary, in the delivery of human resources services to agency employees. Makes decisions on work issues/problems presented by subordinates. Manages directly or through subordinate managers/supervisors a staff of professional, technical and secretarial/administrative staff performing the human resources functions for the agency. Makes decision on work problems on non-supervisory employees rated by subordinate supervisors. Provides advice and counsel to staff; approves selections for subordinate supervisory and nonsupervisory positions. Makes decisions on non-routine, costly, or controversial training needs and requested and training requests related to employee of the department. Recommends awards for bonuses for subordinate employees as well as changes in position classification, subject to approval by agency head. Conducts periodic workload and workflow process analyses, proposes and implements recommendation to improve and enhance output in addition to improving working environment. Finds and implements ways to eliminate or reduce barriers to effective production, promotes team building, or improve business practices, and reforms related supervisory responsibilities as required. Conducts projects and studies. Analyzes and evaluates new and existing programs in terms of meeting the agency's human resource management needs in order to comply with legal and governmental requirements. Recommends changes and/or corrective actions to District human resource law, rules, and/or regulations.QUALIFICATIONS AND EDUCATIONCandidates must have at least one (1) year of specialized experience equivalent to at least the next lower grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include: executing the delivery of human resources (HR) services involving the following functions: staffing and recruitment, classification, compensation and employee benefits, employee/labor relations, HR development, and performance management; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; providing substantive input to the strategic planning of human capital resources for an organization; and developing and maintaining partnerships with senior management to solve organizational problems and make decisions involving human resources management issues.LICENSES AND CERTIFICATIONSPossession of a SPHR, PHR, IPMA-CP, IPMA-CS or equivalent professional human resource certification is preferred.OTHER SIGNIFICANT FACTSTour of Duty: Monday – Friday 8:30 – 5:00 ;Duration of Appointment: Management Supervisory Service - at will.Promotion Potential: No known promotion potentialPay Plan, Series and Grade: MS-0201-14Salary Range: $114, - $160, ; based on fundingCollective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.EEO Statement: The District of Columbia Government is an Equal Opportunity Employer.
