The Corporation of The City of North Bay (“The City”) is accepting applications for the position of Managing Director-Infrastructure and Operations and City Engineer. Reporting to the Chief Administrative Officer (CAO) and acting as a valuable member of the Executive Leadership Team, the Managing Director-Infrastructure and Operations and City Engineer is responsible for the strategic leadership, direction, and operation of the Infrastructure and Operations Business Unit for the City of North Bay, in alignment with the City’s Strategic Plan and Infrastructure & Operation’s Business Plan. This position ensures community infrastructure is well operated, maintained and renewed so that service objectives are achieved across time. KEY ACCOUNTABILITIES: Provide strategic and operational leadership, guidance and direction to each of the departments (incl. Engineering, Environmental Services, Facilities and Parking, Fleet, Public Works, Transit, and Water and Wastewater Services) within the Infrastructure and Operations Business Unit Oversee approximately 200 staff, comprised of union and non-union employees, that ensures the effective delivery of key operational and capital infrastructure related services at Council approved levels for the community Provide policy recommendations on operational matters, ensure compliance with relevant legislation, monitor budgets and report on operational performance and capital project progress Provides leadership and direction to ensure community infrastructure is effectively operated, maintained and renewed in a cost effective manner to achieve the long term service objectives of the organization and ensure sustainability of the corporation to meet community needs into the future Foster relationships with key internal and external stakeholders to meet community needs and contribute to the community’s development KEY QUALIFICATIONS: Licensed Professional Engineer (P.Eng.) with 10 years progressive leadership experience Minimum 10 years of senior level experience in the management of large, unionized and highly diversified public or private sector organizations including at least 5 years managing infrastructure services Demonstrated experience in asset management planning, budgeting, financial planning, financial reporting, and procurement KNOWLEDGE, SKILLS AND ABILITIES: Working knowledge of the following legislation or regulations, including but not limited to Municipal Act, Safe Drinking Water Act, Construction Act and Asset Management Planning Working knowledge of management principles, labour relations principles and collective agreement administration Demonstrated ability to think strategically in a political and community service environment Demonstrated leadership skills with the proven ability to lead, mentor, and promote a culture of customer service excellence and continuous improvement in a manner that will meet or exceed the desired objectives and results Demonstrated ability to set priorities, meet deadlines and manage work demands Demonstrated ability to build cohesive and motivated staff teams and maintain internal and external alliances and partnerships Demonstrated ability to align department and business unit programs/services with corporate objectives and initiatives and ensure that the objectives, mission and values of the City are achieved Demonstrated ability to allocate budgets, time and human resources to support the achievement of Department, Business Unit and Corporate Objectives Ability to work collaboratively across business units to meet City’s goals and objectives Advanced analytical, interpersonal, leadership, problem solving and decision making skills Advanced written and oral communication, report writing and presentation skills Project/Program Management, Risk Management, Negotiation and Asset Management skills In depth knowledge of current and emerging trends and best practices related to community infrastructure Computer literacy using Microsoft Office Suite and other systems and software applications Availability to attend meetings or to work outside of designated normal hours per week effectively dealing with the media. This is an existing executive position. The 2026 annual salary range for this position is $163,857-$204,808.
