The Supervisor implements the policies and procedures of the university’s security program and maintains compliance with all applicable regulations and laws to ensure the safety of the campus.The Supervisor is responsible for the direct supervision of all on duty Security Practitioners (Practitioners), Patrollers, and Emergency Report Centre (ERC) operators, and to provide guidance and direction to other university staff and students as required. Being primarily an investigative arm of CSES they conduct thorough investigations, ensuring statements are obtained from witnesses and victims, evidence collected with the victims’ interests and protection at the forefront.Committed to equity, diversity and inclusion, and in a collaborative team environment, the Supervisor interacts with students, faculty, staff, visitors, and community partners providing holistic security for the university. This is accomplished by being involved with internal and external Committees and positively engaging the campus community by attending events and performing foot patrols. Furthermore, the Supervisors provide risk and safety recommendations which may include Crime Prevention through Environmental Design (CPTED) evaluations or other risk assessments to students, faculty, staff, and visitors to the university during daily routines and investigations.Providing an essential service to the university community on a 7/24/365 basis, the Supervisor will work rotating shifts and irregular overtime, sometimes at short notice, including covering for staff who are sick or in response to emergency situations. Job Description KEY RESPONSIBILITIES:• Perform work in accordance with the provisions of the Private Security and Investigative Services Act and regulations.• Provide orientation and on-the-job training to Practitioners, Patrollers and (ERC) operators. Provides coaching and feedback on work quality issues, providing related day-to-day supervision. Escalates unresolved performance and/or disciplinary matters to management.• Provide input on work performance of Practitioners and Patrollers to management staff.Assist with establishing performance standards, reviewing and evaluating performance, andconducting formal performance reviews.• Assist the Managers in the hiring of Practitioners and Patrollers by participating in screeningand interviewing job candidates, and providing input into staff selection to the Director, CSES(Director).• Assist the Managers with maintaining adequate staffing levels for all shifts while ensuring thesecurity needs of the university are met, including special events.• Foster a productive, harmonious team environment by holding daily briefings withPractitioners, Patrollers and ERC operators during their shift.• Act as the university’s representative in a supervisory capacity for all on duty staff andcontract security members performing routine assignments or assigned to special events oncampus.• Provide guidance to the Practitioners, Patrollers and contract security; attends incidents whenrequired to ensure a professional security response to incidents. Communicates with CSECstaff through the use of the radio system or in person.• Assist the Manager, Security Operations in the development and execution of operationalplans. Supervises major university events, including but not limited to Orientation Week,Homecoming, Christmas Shutdown, St. Patrick’s Day, and expected or unplanneddemonstrations.• In emergencies, coordinate all available resources including contract security to ensure thesafety of students, faculty, staff, and visitors to the university until relieved by a higherauthority/official as identified by the university’s Emergency Management Plan (ie. anIncident Commander).• Foster a culture of campus community engagement through positive interaction with theuniversity community by engaging and supervising Practitioners and Patrollers attendance atcommunity events and conducting community patrols.• Maintain investigative excellence by conducting thorough investigations and ensuringPractitioners and Patrollers accurately document within their reports all relevant factsrequired. This is accomplished by collecting statements and evidence, which may be referredto the police, providing on-site assistance to victims, and referring them to the appropriateagency for post-trauma care.• Understanding the importance of human rights, where appropriate, Supervisors makereferrals to the university’s Human Rights Office.• Respond, or supervise the Practitioners and Patrollers responding, to all incidents on campusincluding alarms (fire, intrusion, environmental, mechanical etc.), criminal incidents (violence,assault, sexual assault, trespass, theft, etc.), emergencies and mental health crises andprovide assistance to responding agencies (fire, police, ambulance) to resolve, mitigate ordiffuse a situation.• Investigate to conclusion all incidents and update through the CSES records managementsystem.• Conduct or coordinate with the Practitioners and Patrollers personal safety escorts formembers of the university community on campus and authorizes entry and access touniversity buildings, offices, labs etc. when circumstances are warranted.• Act as the university’s representative attending provincial, federal, municipal court, or theuniversity’s tribunals, and providing evidence regarding the legal prosecution of incidents thatoccurred on university property.• Conduct ongoing risk and safety audits in response to complaints and provide input to newbuilding designs on campus.• Act as CSES committee leads for various internal and external committees as assigned by theDirector.Page 3 of 5 Security Supervisor• Participate in speaking engagements to groups at the university.• Perform the duties of the ERC operator when required.• Undertakes other duties in support of the department as required by the Director or Managers.REQUIRED QUALIFICATIONS:• Post-secondary education in security and/or law enforcement or equivalent combined with 5years of related experience in a security supervisor role, preferably in a university orinstitutional environment.• Current Private Security & Investigative Services Branch Security Guard Licence with theOntario Ministry of the Solicitor General, and in good standing.• Must be familiar with and able to enforce the provisions of the Criminal Code of Canada, theTrespass to Property Act, the Youth Criminal Justice Act, the Liquor Licence Act and theQueen’s University Student Code of Conduct.• Understanding of non-discriminating practices and issues of equity and diversity, such asaccessibility, faith requirements, gender identity, and cultural differences.• Knowledge and experience collecting information, evidence, and concisely documenting thefacts in reports understanding the information may be required of judicial hearings inprovincial, federal, municipal, and university tribunals.• Knowledge of the university campus, organizational structure and procedures would beconsidered an asset.• Demonstrated experience in developing and providing training to adults would be consideredan asset.• Knowledge and experience with two-way radio systems, fire alarm procedures and intrusiondetection systems would be considered an asset.• Training in emergency management/preparedness, Critical Incident Stress Management andMental Health training would be considered an asset.• Possess a valid Class G Ontario Driver’s Licence.• Certified in First Aid and CPR.• Satisfactory Criminal Record Check and Vulnerable Sector Check.• Consideration may be given to an equivalent combination of education and experience.SPECIAL SKILLS:• Demonstrated successful experience in a highly visible fast-paced environment requiring ahigh level of professionalism and quick, appropriate decision-making skills.• Ability to work effectively and respectfully in a socially and culturally diverse community.• Excellent communication skills (verbal and written).• Strong leadership, interpersonal skills, and a positive attitude while conducting themselves ina pleasant, responsive professional manner.• Ability to analyze problems, compile, synthesize and interpret data, with the ability to payattention to detail to resolve issues.• Self-motivated, results-oriented and capable of functioning independently or within a teamenvironment subject to multiple priorities and deadlines; flexibility, initiative andresourcefulness to work independently at a high level.• Ability to maintain composure dealing with incidents, multiple priorities, and in emergenciesto effectively resolve the situation.• Possess good judgment and common sense and be able to de-escalate confrontationalsituations with students, faculty, staff, and visitors to campus.• Able to immediately consider strategies to resolve incidents effectively in a wide variety ofsituations, some involving physical danger to the Supervisor or others.• Ability to use discretion and good judgment in dealing with sensitive or confidential information, including the ability to discern when sensitive issues should be referred to the Managers or the Director.• Ability to adhere to strict confidentiality.• Proficiency in the use of computers, including word processing, spreadsheet and other software application programs.• Ability to work rotating shifts and irregular overtime, sometimes at short notice, including covering for staff who are sick or in response to emergency situations at the university.DECISION MAKING:• Determine how to handle security-related incidents that could involve life threatening situations, without on-site direction from superiors.• Coordinate and determine the appropriate type and level of response to an emergency situation that arises, including response by police, fire, ambulance, university First Aid, Physical Plant Services, Environmental Health & Safety, and Information Technology Services.• Determine when an incident requires the Managers or Director to be notified.• Determine whether or not to grant access to faculty, staff, students and visitors to university facilities.• Determine the appropriate content and distribution of CSES reports and which incidents can be resolved immediately, or if they need to be referred to other departmental staff for follow-up.• Assess the suitability of job candidates and recommends the most appropriate person to hire for full time and part time Security Practitioner roles.• Analyze security incident data and directs Practitioners and Patrollers to attend and monitor areas for unauthorized activities.• Research and make recommendations regarding CSES procedures, community engagement, and equipment purchases to the Managers and Director; help implement change.
