The Opportunity The Rogers Cybersecure Catalyst is seeking a Director, Public Sector and Small Business to lead the design, delivery, and execution of our government public-sector, small-business, and innovation/acceleration programs. This portfolio includes high-impact initiatives such as the Ontario Cyber Excellence Initiative, as well as programs that strengthen cyber resilience across municipalities and government sectors.In this strategic role, you will work closely with stakeholders across Canada in delivering programs, and in developing new government-focused, small business-focused and commercial acceleration opportunities that meet stakeholder and sector demands in respect of cybersecurity and related emerging technologies. You will collaborate with other members of the Rogers Cybersecure Catalyst leadership team to build Catalyst’s brand and profile nationally and internationally, and to continue to advance the organization’s position as a leader in Canadian technology innovation, cybersecurity integration and cybersecurity training.If you’re passionate about building transformative programs, forging strategic partnerships, and driving impact across Canada’s public-sector and small-business ecosystems, we’d love to meet you.Key responsibilities:Strategic planning advice and consultation: Actively leads the development of short- and long-term strategies for the Public Sector and Small Business portfolio, overseeing programming for all levels of government, including municipalities, law enforcement, healthcare, and Catalyst accelerator initiatives. Plans, develops, implements, and evaluates program strategies to ensure strong alignment with the Catalyst’s overarching mandate and strategic goals.Program development, administration and operations; Leads the identification, development, and delivery of programming and initiatives for local, provincial and national government agencies, growing the reputation of the Catalyst as cyber experts in training, cyber integration and program delivery.Stakeholder relationship development and management; Builds and maintains strong, productive relationships with internal and external stakeholders to ensure that Rogers Cybersecure Catalyst’s goals are met with respect to communication and knowledge mobilization as they relate to the Catalyst’s Public Sector and Small Business and innovation programming. Collaborates with the Executive Director to develop creative ways to reach stakeholders.Programming sustainability; Leads the development of strategic plans and initiatives to build and sustain financial resources for Public Sector, Small Business, Accelerator, and other Innovation programs. Oversees the identification, evaluation, and pursuit of new project and business development opportunities across all levels of government. Conducts comprehensive research and proactively engages external stakeholders to support business development, coordination, and partnership growth.Financial and organizational effectiveness; Leads day-to-day operations for Public Sector, Small Business, and Innovation programs. Collaborates with senior leadership to develop annual and quarterly budgets, allocate resources, and support strategic objectives. Monitors budgets, expenditures, performance, and KPIs, ensuring all activities meet funding requirements and reporting obligations.Knowledge mobilization and marketing; Works with the Executive Director and the Director, Brand and Recruitment to advance Catalyst’s knowledge mobilization and dissemination efforts as they relate to innovation in cybersecurity, cyber integration and related technologies.HR management; Manages and supervises staff, assigns and prioritises tasks, establishes goals, sets expectations and evaluates performance. Hires, trains, develops and performance manages assigned staff. Monitors performance and provides feedback to staff on performance. Disciplines, carries out corrective action and makes recommendations on termination, as appropriate. QualificationsTo help us learn more about you, please provide a cover letter and resume describing how you meet the following required qualifications:Completion of a post-secondary degree in a relevant field.A minimum of 7 years’ senior level experience planning and implementing organization-wide strategies, including stakeholder management, business development, and financial management.Proven leadership experience in organizational strategy, change management, program management and organizational growth strategiesExperience with all levels of Government (municipal, provincial, national), including leading large government funded programs, and having experience in a number of government sectors.Experience building and implementing fee for service programs - particularly developing services and products for small and medium businesses.Experience in developing and implementing economic development strategies and activities at at least one level of government.Proven experience in managing evolving and multi-faceted relationships and providing counsel and support to peers and senior executives.Proven experience in a leadership role, managing staff and external resources and planning and managing budgets.Strong business / entrepreneurial skills, with a demonstrated track record for building programs and/or initiatives.Knowledge of financial methodologies, principles, and practices.Knowledge of project methodology, principles, and practices.Excellent analytical and program evaluation skills.Excellent networking and business relationship building skills including ability to work with stakeholders from different areas and agendas.Equivalent experience or a combination of equivalent experience and education may be accepted in place of education.  Leadership Competencies Leaders at TMU are required to demonstrate the following Leadership Competencies:Acts with Integrity: Demonstrates behaviors aligned with high ethical standards and personal integrity and acts in accordance with TMU values.Builds Relationships of Trust & Collaboration: Actively builds a culture of trust and fosters meaningful relationships.Leads Inclusively: Creates an inclusive environment where everyone is respected, recognized, empowered to achieve their potential, and valued for their differences.Demonstrates Organizational Acumen: Understands and respectfully navigates complex internal and external environments using sound judgment, diplomacy, and tact.Drives Vision & Results: Creates and implements a vision grounded in sound decision-making to achieve desired outcomes.
