The Position:

We are looking for a regular, fulltime People and Culture Specialist – Recruitment . Reporting to the Director, People and Culture, this position performs several functions relating to the effective operation of the People and Culture department. This role leads talent acquisition activities and the onboarding experience for the Agency. In addition, this position will support the People and Culture Generalists, as needed.

The schedule for this role is Monday to Friday, based on a 37.5-hour work week.

Duties and Responsibilities:

Sourcing, Recruitment and Onboarding

Refine and reinforce the Agency's value proposition through effective use and updating of communication tools, such as recruitment materials, to attract qualified candidates. Act as a brand ambassador by representing Hull Services at career networking and recruitment events such as career fairs. Post job opportunities internally and externally as required. Screen and distribute applications to the hiring programs; track the status of applicants in consideration. Respond to applications and inquires for employment. Support programs as needed throughout selection process, including interviews, advising staff on best practices aligned with organizational goals and legal requirements. Provide appropriate and equitable salary quotes based on the applicant's resume, experience and education related to position. Onboard new hires and ensure all screening documents, including background checks are completed. Develop onboarding materials and forms; provide new employees with accurate information regarding conditions of employment, benefits, employee rights, human resources policies, and agency practices. Assist in Agency orientation for new hires. Design and develop training to support leaders with recruitment and selection.

Data Management and Administration

Maintain accurate, up-to-date, and comprehensive employee records (electronic and hard copy). Monitor appraisals for promotions and ensure qualifications are met. Generate reports on missing/expiring employee documentation. Coordinate programs and initiatives for ongoing employee recognition; help plan and coordinate annual staff appreciation events and awards. Track, audit, analyze and interpret HR related data as needed to identify trends and evaluate opportunities to influence results through HR practices (, turnover reports). Help audit, review and update human resources policies and procedures to ensure these are in line with current legislation, CARF requirements and Agency goals. Ensure the Human Resource Information Management System captures relevant information that informs leaders and supports organizational objectives. Conduct exit interviews with resigning employees; track reasons for leaving.

Monitor the practicum email inbox and attend to inquiries as appropriate. Maintain practicum student records. Explore opportunities to maximize value of practicum placements to both the agency and the students. Liaise with educational institutions regarding practicum placements. Assist with agency-wide initiatives, including training and information sessions as well as special projects.

Qualifications and Requirements:

Degree in Human Resources or related field; CPHR designation would be an asset. 2 to 3 years of related experience; an understanding of Human Resources functions in general, and best practices in talent acquisition and onboarding. Knowledge of Employment Standards Legislation, CRA Regulations and Legislation, Human Rights Legislation, and advances in the field of Human Resources. Strong administration, data management, organization, and planning skills; attention to detail is a must. Strong customer orientation; personable with strong communication and relationship building capabilities. Ability to take initiative and work effectively and accurately under narrow time constraints. Reliable; works well independently and collaboratively as part of a team. Intermediate computer skills with Microsoft Office Suite – Word, Excel, and PowerPoint; experience working with HRIS would be considered an asset. Experience in the non-profit sector would be considered an asset. Cross cultural competence; knowledge of the Truth and Reconciliation Commission and the recommendations, goals and activities of the commission. A Police Information Check, which includes a vulnerable sector search, is required (or is in process of being completed) prior to employment. A Child Intervention Record Check is required upon commencement of employment.
