Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health.
HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work. Position Summary: The Change Management Lead is responsible for planning, developing, and executing change management strategies to support organizational initiatives and ensure successful adoption of new processes, systems, and ways of working. Member of the People & Culture and Communications team, this role works closely with business leaders, project teams, client(s), partners and other key interested parties to support effective change readiness and implementation across the organization.
The role also includes Communications activities. This role is ideal for someone who enjoys facilitating change, is skilled at communication and relationship building, and excels at helping organizations navigate complexity with clarity and structure, supporting a culture of innovation and service excellence. Primary Duties: Change Strategy & Planning Map and monitor changes across the organization and beyond, with the Ministry of Health and partners, identify change management needs and impacts. Conduct change impact assessments, People & group analyses, and readiness assessments.
Develop and implement change management strategies and plans that maximize adoption, minimize resistance and align with our values and workplace culture. Identify potential risks and develop mitigation plans to support successful change implementation. Support leaders in change leadership, coaching them on their critical role during transformation Engagement & Communications Engage interested parties to gather feedback, address concerns, and build buy-in throughout the change lifecycle. Facilitate workshops, briefings, and meetings to support alignment and understanding of change initiatives.
Create and execute communications tailored to different audiences and organizational levels. Deliver operational and corporate Communications activities as required, in collaboration with the Communications specialists. Training & Enablement Create and share change management frameworks, approaches and tools to empower change makers to successfully lead change. Lead or coordinate training, workshops and other initiatives to promote a culture of change and innovation.
Work with subject matter experts to identify training needs, design and execute learning strategies, in collaboration with the Learning & Development team. Project & Delivery Support Collaborate with projects and operations teams to integrate change activities into the project/change plan. Track and report progress, issues, and risks related to change management deliverables. Ensure change management deliverables are documented, communicated, and maintained.
Reporting, Measurement & Continuous Improvement Define success metrics and oversee change sustainability activities. Measure adoption, proficiency, and overall change effectiveness; recommend corrective actions as needed. Capture insights and lessons learned to improve future change efforts. Disseminate best change management practices and promote positive outcomes, highlighting collaborations.
Keep abreast of industry standards and change management best practices. Other duties Support other People & Culture and Communications activities as required. Required Education and Experience: Bachelor’s degree in Business, Organizational Development, Communications, Human Resources, or related field. Master’s degree is an asset. 3–5 years of experience in change management, organizational development, project management, or related discipline.

supporting mid-to-large scale transformation projects (preferably related to technology, process improvement, or organizational culture).

collaborating with diverse teams and senior leaders.
Experience
with SAFe Agile appreciated but not required. PROSCI Change Management Certification PMP, CCMP, CMC, or similar is an asset Knowledge, Skills, and Abilities: Working knowledge of change management methodologies (e.g., ADKAR/Prosci, Kotter, McKinsey 7-S). Strong communication, facilitation, and presentation skills. Ability to translate complex information into clear, user-friendly content.
Strong analytical skills and ability to identify root causes and actionable solutions. High emotional intelligence, stakeholder management, and relationship-building capability. Ability to manage multiple projects, prioritize effectively, and meet deadlines. Proficiency with MS Office Suite and collaboration tools (e.g., SharePoint, Teams, Miro).

What's in it for you We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is $61,800 - $92,800 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
