Job Profile   Under the general direction of the Assistant Controller, the Supervisor of Financial Services is responsible for the supervision and training of staff, the development and maintenance of accounting procedures and internal controls, and the review and detailed analysis of information relating to the billing, cash handling and revenue functions for the Department. The Supervisor of Financial Services will bring strong analytical and activity-based costing skills to the Division and be familiar with the best practices in billing systems, revenue recognition and collection policies. This position is responsible for ensuring that all the administrative duties and systems of the Landfill Billing branch are operating at a level that ensures high standards of data integrity and customer service are maintained.As the Supervisor of Finance Services, you will: Conduct financial analytical reviews and activity-based costing analysis to support business decisions in the Landfill Billing Branch. Lead the cost of service analyses for the Branch and make recommendations on appropriate changes to the external fee structure. Assist in various process reviews in the areas of customer billing, cash handling, and asset management. Manage up to 15 branch staff to ensure that bill payments are recorded in an accurate and efficient manner, appropriate collection actions are taken, cash handling procedures are adhered to and high customer service standards are maintained. Manage the data of the Collections Management System ensuring timely customer responses, accurate reporting and troubleshooting system issues. Act as a liaison between operations and clerical staff relating to the Collections Management System, recommend process improvements and complete user acceptance testing. Ensure that appropriate internal controls are in place and operating effectively. Implement best practices in the billing, revenue accounting and collection functions. Direct preparation and review of financial reporting including analytical reviews of billing and rates. Ensure Branch accounting procedures are in accordance with Canadian GAAP and City standards. Participate in year-end, budget and forecasting processes as well as the development of business plans. Act for the Assistant Controller in their absence. Ensure compliance with Worker’s Compensation Legislation, Human Rights Legislation, safety regulations and safe work practices. Perform other related duties, as required.Your education and qualifications include: Professional Accounting Designation in good standing (CPA) is required. Bachelor’s Degree in Commerce, or a related field with a major in finance/accounting would be preferred. A minimum 4 years of experience in a field directly related to the duties of the position. Demonstrated ability to analyze and interpret complex financial data. Proficient in spreadsheet, word processing, database and other financial applications. Demonstrated ability to communicate effectively to a variety of people both verbally and in writing. Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts, other City departments, and the public, in accordance with the Respectful Workplace Standard. Knowledge and skill in the training, evaluation and supervision of staff. Strong project management and organizational skills. Experience in supervising staff. Demonstrated knowledge of best practices in financial management, major financial systems and internal controls.
