Reporting to the Manager of Risk & Insurance Services, the Enterprise Risk & Insurance Analyst is responsible for identifying, measuring, implementing, and monitoring operational and enterprise risks associated with or arising from the operations of the Halifax Regional Municipality and other related Agencies, Boards and Commissions. As a subject matter expert and recognized risk leader, they will possess a broad knowledge of internal business processes, strong operational perspective, be methodical and highly perceptive.

Using their leadership skills, the Enterprise Risk & Insurance Analyst will provide high-level risk management guidance and strategic recommendations to risk owners across the organization to identify and assess risks and opportunities, ensuring HRM's consistent application of the enterprise and operational risk management frameworks when undertaking risk management activities. This position will provide technical expertise and advise to the various stakeholders on how to measure and monitor risk levels and to apply sound risk treatment techniques to achieve organizational objectives. In addition, the position will provide support to HRM's risk management committees and foster communication and consultation between functions to drive inclusivity and ownership among stakeholders affected by risks.

DUTIES & RESPONSIBILITIES:

Ensure Organization's risk management policies and processes are compliant with applicable policies, legislation, corporate directives, council initiatives & organizational objectives through periodic reviews and updates. Develop processes to provide a standardized and consistent approach to ensure operational risks are identified and managed by business units. Work with Risk Owners to review risk controls to ensure they are documented and periodically assessed for effectiveness. Support Risk Owners in developing structured, documented treatment plans. Review and make recommendations on effectiveness of risk treatment strategies in meeting organizational risk appetite and tolerance objectives. Develop and conduct targeted operational risk assessments & report findings to the Chief Risk Officer. Identify risk management training opportunities and provide training as required to support the operational and enterprise risk process. Research new and emerging risks which may impact Municipal operations and provide relevant insight to Risk Owners for consideration within the context of their risk management activities. Liaise with business units to review current and proposed change in operations and changes in Counsel priority outcomes to identify, prioritize and evaluate changes to operational risk profile. Research, develop and prepare reports analyzing operational and enterprise risk data to ensure adequacy of municipal operational and enterprise risk processes and provide recommendations as needed.

QUALIFICATIONS
Education & Experience

Canadian Risk Management (CRM) or other equivalent risk management designation. A minimum of 5 years risk management experience Experience in knowledge of public-sector, public-sector policies, procedures key processes considered an asset. Post-Secondary degree in Commerce or a related discipline is considered an asset.

Exceptional knowledge of risk management practices, principals, and strategies Comprehensive understanding of operational risk processes Critical & strategic thinker, possess strong creativity, innovative & problem-solving skills. Demonstrate leadership with strong collaboration skills. Ability to make decisions in a fast- paced environment. Interpret legislation as it applies to achieving compliance objectives. Ability to create reports and assist business units with reports to Council. Possess knowledge of municipal operations, regulatory processes, policies, and procedures. Ability to present information in a way that establishes rapport, persuade others and gain understanding. Responsible for development and implementation of operational risk management activities for HRM Liaise with stakeholders, to analyze, recommend and implement risk treatment practices and procedures. Arrange and/or participate in stakeholder meetings to assess current/proposed operational practices and provide risk management advice. Develop and deliver effective and timely risk management training to Stakeholders.
