Title: Human Resources Recruitment & Inuit Employment Specialist Department: Human Resources Status: Full-time permanent Salary: $52.03 per hour, 35 hour/week (approximately $94,689.87 per annum) Settlement Allowance: $22,378.25, per annum Union Status: Excluded Closing Date: Open Until Filled This employment opportunity is open to Nunavut Inuit only. The Human Resources Recruitment & Inuit Employment Specialist is responsible for leading all recruitment activities across the City of Iqaluit, including full-cycle hiring for all departments, workforce planning support, and development of recruitment strategies that strengthen the City’s ability to attract qualified candidates. In addition to overseeing organization-wide recruitment, this role has a specialized mandate to advance Inuit employment by supporting Article 23 obligations, developing Inuit-specific recruitment pathways, and building culturally appropriate hiring practices that increase Inuit participation at all levels of the organization. This position provides recruitment expertise, strategic advice, and culturally informed hiring support to Directors, Supervisors, and HR leadership. Required Education and Experience A university degree or college diploma in Human Resources, Business Administration, Inuit Studies, or a related field; Work experience in a unionized environment or education in labour relations preferred; Minimum 2 years of experience in recruitment or Inuit employment programs; Experience working with Article 23 or Inuit employment obligations preferred; Experience in a unionized or government setting is an asset; Demonstrated work knowledge of multiple human resource areas preferred with experience in leading the recruitment function Technical Skills Computer literacy (MS Word, Excel, PowerPoint and e-mail); Excellent typing skills, (proper spelling and grammar); Ability to use general office equipment; Quickly learn new software; Data analysis skills; Research skills . Assets The ability to speak Inuktitut is strongly preferred; A Valid Drivers License. Equivalencies that include a combination of education and experience may be considered. All relevant certifications are required at time of application. En plus de superviser le recrutement à l’échelle de l’organisation, ce rôle a pour mandat spécialisé de faire progresser l’emploi pour les Inuits en appuyant les obligations prévues à l’article 23, en élaborant des voies de recrutement propres aux Inuits et en élaborant des pratiques d’embauche culturellement adaptées qui visent à augmenter la participation des Inuits à tous les niveaux de l’organisation. Ce poste offre une expertise en recrutement, des conseils stratégiques ainsi qu’un soutien au processus d’embauche tenant compte des réalités culturelles auprès des directeurs, des superviseurs et de la direction des ressources humaines. Formation et expérience requises Un diplôme universitaire ou collégial en ressources humaines, en administration des affaires, en études inuites ou dans un domaine connexe. Une expérience de travail dans un milieu syndiqué ou une formation en relations de travail préférée Au moins 2 ans d’expérience en recrutement ou en programmes d’emploi pour les Inuit. Une expérience de travail liée à l’article 23 ou aux obligations en matière d’emploi pour les Inuits est souhaitable. Une expérience dans un milieu syndiqué ou gouvernemental est un atout. Une connaissance professionnelle avérée de plusieurs domaines relevant des ressources humaines, de préférence avec une expérience de direction en matière de recrutement.
