The Community Mental Health and Addictions Manager, Central, is a managerial position within Mental Health and Addiction Services. This position reports directly to the Director of Mental Health and Addiction, Community Programs. The Manager has administrative and clinical supervisory responsibilities for three Community Mental Health and Addictions Sites. CMH Central, McGill Centre, Clinical Services/Opioid Agonist Therapy and Outpatient Withdrawal Management at the PATF – will relocate to Community Health Centre upon opening) and is responsible for providing leadership, direction, supervision, administration and accountability for and to these groups. The primary responsibility of this position is to manage, develop, and supervise multi-disciplinary professional staff who provide direct service to the public in the area of mental health. Duties will include: Participate as a member of the Mental Health & Addictions management team for the purpose of strategic planning, program development, program management and evaluation; Support the Director of Mental Health & Addictions in provincial initiatives and to ensure the direction of mental health and addictions for the province; Support other Mental Health & Addictions managers in their roles to ensure a continuum of care. Fiscal responsibility and accountability of the budget for CMH and Addictions Central services. Provide leadership for planning, process redesign, conflict resolution, quality improvement, and risk management within program, Implement appropriate measures and report regularly on service utilization and outcomes: Ensure effective and efficient operation and delivery of services to clients and end users; Ensure human resource processes are carried out, including staffing, performance development and management Implementation of the Mental Health Strategy and Master plan in Community Mental Health and Addictions, Central Participate with other members of the MH & Addictions management team in the development, communication and implementation of the master plan; Provide mentorship, modeling, coaching and decision-making support to staff in clinical areas including: Knowledge of theory and best practices in mental health and addiction services, problem solving, conflict resolution/mediation, and self-awareness; Facilitate specialized service response according to evidence based best practice, new technology, quality management, and appropriate educational preparation to assure achievement of organizational outcomes; Participate in regional, provincial, committees as assigned; Develop formal and informal partnerships and opportunities for collaboration with others to improve service, quality, client outcomes and population health; Minimum Qualifications: Bachelor’s Degree in a health-related field (ex. Social Work, Psychology, Occupational Therapy, Nursing, etc.). Current registration with a PEI licensing body, in good standing (if applicable). Extensive experience in mental health and/or addictions direct clinical treatment. Extensive management experience including staff supervision, budget management, strategic planning, and program development are essential. Comprehensive knowledge of population health needs and issues as it relates to mental health and addiction conditions and current best practices in clinical service delivery and system design. Demonstrated leadership abilities including engaging and maintaining partnerships and collaboration. Demonstrated effective written and verbal communication skills. Demonstrated effective crisis intervention skills, mediation and negotiation skills. Demonstrated team building and facilitation skills. Demonstrated computer skills. Valid driver’s license and access to reliable transportation as this position will involve travel to various CMH&A sites as well as provincial meetings.
