Health Sciences North (HSN) is seeking an innovative individual for the position of CQI Manager to lead departmental planning related to performance improvements, quality and risk management, patient and staff safety, emergency preparedness, and selected special projects, while ensuring that departmental performance meets or exceeds standards described in the Ontario Hospital Association (OHA), Ministry of Health and Long-Term Care (MOHLTC), Accreditation Canada, Ontario Surgical Quality Improvement Network (ON-SQIN) and in other provincial and national standards. You will develop, improve, and spread a culture of Continuous Quality Improvement (CQI) by using lean methodologies.
The ideal candidate will have a minimum of a four (4) year Bachelor’s Degree with a specialization in Medical Science, Quality Risk Management, or in a health-related field, from an accredited university. We are looking for someone with a minimum of training or recent experience in the development and implementation of policies and procedures.
Candidates that possess a Master’s Degree or are actively pursuing a Master’s in Business or Health Administration are preferred.

As a regional program serving more than 500,000 residents from all parts of Northeastern Ontario, the Surgical Program at Health Sciences North performs over 16,000 surgeries each year in many specialty areas.

Key FunctionLead departmental planning related to performance improvements, quality and risk management, patient and staff safety, emergency preparedness, and selected special projects, while ensuring that departmental performance meets or exceeds standards described in relevant guidelines. Develop, improve, and spread a culture of Continuous Quality Improvement (CQI) using lean methodologies.
Duties- Establish, implement, and maintain the Surgical Program Quality Assurance/Risk Management program.
- Lead activities required to achieve performance deliverables set out by the ON-SQIN.
- Provide collaborative management and coverage of the Surgical Program operations.
- Ensure the Surgical Program leadership team is prepared for site visits and surveys by licensing/accrediting agencies.
- Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
- Lead performance measurement activities around data quality, analysis, and dissemination of findings of key reports.
- Direct the maintenance and ongoing development of the Surgical Program performance measurement system.
- Lead departmental risk management processes and ensure compliance with relevant acts and legislation.
- Develop, implement, manage, and evaluate Surgical Program activities and policies related to emergency preparedness.
- Establish an effective departmental complaint resolution process.
- Lead and implement departmental service excellence initiatives; oversee Awards Recognition program.
- Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends.
- Ensure departmental compliance with all Health and Safety, Infection Control, and unit-related specific processes.
- Coordinate and assist with staff educational sessions.
- Educate employees on CQI initiatives.
- Act as a liaison between patients, families, and departments.
- Guide, motivate, monitor and supervise staff.
- Oversee work of others in compliance with the Occupational Health and Safety Act.
- Evaluate patient care and satisfaction and formulate solutions for improvement.
- Determine and align improvement projects with HSN’s Strategic Plan.
- Teach, coach, and lead staff in quality indicators and improvement initiatives.
- Engage in professional development of all staff.
- Ensure a safe environment for patients, staff, and visitors.
- Collaborate with internal and external stakeholders to achieve program objectives.
- Participate in education and training specific to health and safety legislation.
- Represent the department on various committees as required.
- Minimum of a four (4) year Bachelor’s Degree in a relevant field.
- Master’s Degree or actively pursuing a Master’s in Business or Health Administration is preferred.
- “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
- Minimum of five (5) years’ experience in a Surgical Program within a healthcare environment.
- Minimum of two (2) years’ in a leadership/supervisory role.
- Experience in policy and procedure development and report writing is required.
- Superior knowledge and understanding of stakeholder groups.
- Time management, project management, organizational, problem-solving, and team building skills.
- Excellent presentation and public relations skills.
- Ability to coach, advise, and teach others.
- Experience with quality improvement methodology.
- Ability to independently identify issues and implement improvements.
- Knowledge of relevant legislation and principles of management.
- Excellent computer skills with proficiency in Microsoft Office and patient information systems.
- Commitment to safety of co-workers and patients.
- Successful Vulnerable Sector Check is required.
- Commitment to ongoing professional development.
- Professionalism in dealing with confidential issues.
- Positive work and attendance record.
- Ability to meet physical and sensory demands of the job.
- Ability to travel between local sites.
