Position Summary This position is responsible for managing library systems and technical services operations that support two campus library locations. This position provides leadership in technology, web services, metadata standards, acquisitions and collections materials maintenance.
Duties & Responsibilities The main duties and responsibilities fall within four general areas:

a) Departmental operations and management
b) Internal and external relations
c) Planning and development
d) Administration

A. DEPARTMENTAL OPERATIONS AND MANAGEMENT
1. Maintains high quality of service that support and align with the overall goals and objectives of the library and the college.
2. Maintains updated policies and procedures.
3. Manages staffing levels, training, and skills maintenance.
4. Evaluation of assigned staff (as per the Collective Agreement).
5. Runs regular departmental meetings.

B. INTERNAL AND EXTERNAL RELATIONS
1. Maintains liaison with other College departments and programs, as well as external organizations, institutions and vendors.
2. Keep department informed about College developments.
3. Establish committees and delegate duties and responsibilities to committees within the department as necessary.
4. Assist in resolving internal department conflicts.
5. Orient new faculty and support staff to the department.

C. PLANNING AND DEVELOPMENT
1. Long and short-¬term planning of the department, focusing on emerging technologies, standards, and best practices.
2. Assist in staff and professional development and carry out annual development plans with assigned staff.
3. Coordinates in the provision and maintenance of adequate facilities, equipment and technology.
4. Advise and assist in program budgeting and planning.
5. Participate in ongoing educational services review and in the short and long term planning of the department with the management team.

D. ADMINISTRATION
1. Recommend changes and improvements to the Director.
2. Prepare, submit, and monitor the department’s budget and library’s collections budget in conjunction with Librarians.
3. Authorize expenditure of budgeted funding by signing requisitions.
4. Coordinate the hiring of positions in the department. Participate on college hiring committees as appointed.

E. Performs other related duties as required.
Area Hiring Criteria Education and Experience
  • Completion of a Master’s Degree in Library and Information Sciences from an accredited school of Library and Information Science or an approved (ALA/CLA) equivalent.
  • At least three years recent specialized experience in managing library systems in a comparable library automation environment.
  • Demonstrated experience managing Integrated Library Systems (ILS), ILS upgrades, databases and bibliographic utility interfaces, Internet and other electronic information services and resources.
  • Experience with managing information systems in a networked computing environment. Knowledge of basic shell scripting and commands.
  • Experience in troubleshooting and liaising with vendors and IT in resolving technical problems.
  • Library automation project management experience; specifically, experience with the RFP process, system migration, data conversions, system implementation, training and documentation. Experience in writing, evaluating and negotiating contracts.
  • Ability to communicate technical issues, orally and in written form, clearly and understandably.
  • Experience in developing and maintaining dynamic websites using Content Management Systems as well as HTML5, JavaScript, CSS, PHP or other relevant web scripting languages.
  • Strong understanding of relational databases, database query language such as SQL, and manipulating data in various database applications such as Oracle and PostgreSQL. Ability to compile statistics and present them in reports.
  • Extensive experience training staff in the use of ILS software and its interfaces on an ongoing basis; working with staff to create procedures, workarounds, customized reports; customized interfaces; customized system settings (e.g. statistical codes); and providing systems-based solutions to situations as they arise.
  • Experience maintaining and troubleshooting commonly used computer hardware, software, and operating systems including Windows and Apple workstations, laptops, tablets, and other mobile devices. Ability to support and provide basic maintenance for scanners, printers, and projectors.
  • Knowledge of digitization procedures and standards an asset.


Technical Services
  • At least two years of recent specialized experience and knowledge in library technical services activities and procedures including acquisitions, serials, processing and cataloguing.
  • Ability to manage a technical services department including the supervision of personnel, creation of policies and procedures, management of materials budgets and tracking of expenses.
  • Ability to oversee cataloguing of all library materials using automated bibliographic databases, LC Classification, LCSH, AACRII and RDA cataloguing rules and MARC encoding.
  • Proven familiarity in using online cataloguing tools and resources, acquisition interfaces, online bibliographic utilities and Z39.50 protocols.
  • Knowledge of library metadata schemas, standards and encoding.

General
  • Ability to communicate effectively with students, colleagues, and staff, as well as IT staff, vendors and other ILS users and users’ groups, and library consortia.

Skills and Abilities
  • Thorough knowledge of, and experience with, the content and formats of a wide variety of print and electronic information resources applicable to college and university library services.
  • Demonstrated proficiency in the use of computer applications including electronic databases, search engines, webpage development and design software, with course development software an asset.
  • Ability to exercise leadership and, as required, provide task supervision and act as the person in charge.
  • Flexibility and resourcefulness in carrying out assignments in a dynamic and rapidly changing environment.
  • Active participation in ongoing professional development activities to enhance professional skills and knowledge necessary to thrive in a constantly changing environment.
  • Excellent service philosophy with a demonstrated commitment to teamwork.
  • Excellent interpersonal and inter cultural communication skills, both orally and written.
  • Evidence of ability to work creatively and collaboratively.

Salary Range - Prorated based on FTE In accordance with the VCCFA Collective Agreement$61.20 - $98.49/hour. Staring salary will be determined by education, experience and placement criteria as outlined in the VCCFA Collective Agreement. Coordinator II will receive an additional $2,544 yearly
