Join our dynamic team as a Procurement Specialist and play a vital role in managing the delivery of procurement services while promoting innovative strategies to enhance our procurement processes within the Ontario Financing Authority (OFA). In this role, you will collaborate closely with cross-functional teams, optimize procurement strategies while keeping a compliance conscious mindset. Overview of the OFA:
- An agency of the Province of Ontario that manages the Province's debt and borrowing program;
- OFA's employees are appointed pursuant to the Public Service of Ontario Act.

What we do:
- The Corporate Affairs Division (CAD) is committed to providing cost-effective, reliable and efficient delivery of operational, business support, procurement, project management and investor relations services.
- CAD identifies and implements business and service solutions that increase the efficiency of the OFA and OEFC's business and administrative processes.
- We are responsible for developing and executive the Province's investor relations strategy and call program activities, overseeing and coordinating business projects, providing specialized expertise and procurement services and providing a variety of critical operational support including human resources, communications and facilities.
NOTE: This position is located at 1 Dundas St W in Toronto, Ontario on a Hybrid Remote Work model (3 days in office); however, alternate work arrangements may be available.

What can I expect to do in this role? You will:
- lead the planning, development, coordination and monitoring of procurement and contract management activities for the agency
- provide technical guidance and expertise on the application and interpretation of corporate procurement policies, processes and procedures
- assess and identify client needs to advise on procurement, vendor selection and contract negotiations
- initiate, develop and manage partnerships with private sector organizations and key stakeholders
- conduct negotiations and discussions and effectively develop communications for clients and staff
How do I qualify? Procurement and Contract Management Knowledge: You have:
- knowledge of and the ability to interpret and apply procurement management and contract management related legislation, agreements, practices and policies
- the ability to use your procurement strategy and planning skills to research and analyze a range of business opportunities for the development of procurement solutions to business issues
- knowledge of service delivery concepts, standards and processes to manage competitive and cost-effective procurement and tender administration activities
Interpersonal and Communication Skills: You have:
- advanced oral and written communication skills to develop business cases, tender documents, correspondence, procurement reports, and briefing notes and to facilitate vendor and project debriefings
- the ability to develop relationships with clients/stakeholders and build partnerships
- the ability to advise on procurements and the negotiation of contracts
Analytical Thinking & Problem-Solving Skills: You have:
- the ability to analyze client requirements, assess procurement strategies, interpret procurement policies, assess business risks of procurement plans and to provide relevant advice to clients
- financial, economic and analytical/evaluative skills
- the ability to provide client-focused services, and negotiation skills to resolve issues with suppliers
- the ability to review and identify indemnities, contingent liabilities and other provisional risks contained in third-party legal contracts
Project Management and Organizational Skills: You have
- the ability to plan and lead multiple procurement files
- strong project management skills that enable you to administer contracts and procurements within time and resource requirements and coordinate procurements with project life cycles
