Salary range for the position is $88,990 to $127,923. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How Will You Create An Impact

The Freedom of Information Specialist (the “Specialist”) is a subject matter expert and harms assessment evaluator, and specialist in interpreting and applying information privacy and access legislation (FIPPA), other related Acts, policy, best practice standards and principles in a complex hybrid electronic information and technical healthcare environment.

This position guides and directs Interior Health in meeting its legal obligations and in maintaining an open, transparent, and accountable culture. The Specialist serves as the public body representative and is responsible for answering to the Office of the Information Privacy Commissioner (OIPC), an independent office of the legislature which monitors and enforces FIPPA.

Acting as a resource and support to all departments, programs, and sites with corporate information disclosure matters (i.e. research, clinical trials, fundraising, release of information), the Specialist develops and delivers release of information awareness programs / educational sessions.

Reporting to the Manager, Freedom of Information (FOI) Services, and working as part of a broader

team, the Specialist is responsible for supporting organizational quality through influencing change and developing and promoting solutions that continuously deliver and improve the key activities of the department. These include Records Request Processing, Records Request Consultations, Records Transparency/proactive disclosure and regulatory liaison functions.

This role is primarily focused on enabling and influencing certain components of Part 2 and Part 5 of the Freedom of Information and Protection of Privacy Act (FIPPA), its regulations, case law, directions and associated industry standards. The Specialist represents the Manager and IH in provincial and local committees, working groups, and activities.

The particular focus of the Specialist may change throughout their tenure to optimize skills and abilities to ensure realization of the full scope of the respective role.

In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to your manager or supervisor immediately.

What Will You Work On

  • Manages and conducts medium to high risk/complexity case files and provides proficient guidance and mentoring to staff on low to high risk/complexity case files ensuring IH complies fully with all relevant legislative requirements.
  • Prepares complex, sensitive and/or confidential written correspondence, analytical summaries, risk analyses, graphs and trends reports, templates, briefing notes or other documents required to support daily operations, monitor and communicate organizational activities and performance relative to indicator goals and objectives.
  • Develops and deploys high quality communication in various forms and media while liaising with internal and external parties, agencies, contractors and clients including members of the public (Partners). Promotes and models responsible records and information stewardship, privacy and transparency behaviors in all aspects of interactions with Partners.
  • Assesses, triages, analyzes, synthesizes into findings and responds to complex incoming/emerging issues or incidents in accordance with procedures or directions and escalates as appropriate to department or program leadership.
  • Provides Proficient-level guidance, interpretation and solution-focused advice regarding medium to high risk/complexity queries and case files in accordance with policies, procedures, guidance and direction. Makes risk and law informed decisions about the size, consequence and remediation of complex risks and communicates this in artifacts to leadership and the organization.
  • Develops, builds, implements, innovates and continuously improves published materials, procedures and resources to support organizational compliance and best practices in the areas of records access processing and transparency.
  • Represents the department and/or program in initiatives and develops and fosters partnerships with internal and external agencies, contractors and clients including members of the public. In doing so exercises a high degree of professionalism, respectful behavior, tactfulness, honesty and integrity.
  • Monitors, analyzes, assesses, implements and innovates to promote continuous improvement, innovation, learning, knowledge translation, compliance and best practices in related subject areas. Influences organizational adoption of standards, education and innovations that embed records and information stewardship, privacy and transparency into the designs and practices of the organization.
  • Performs other related duties or initiatives as assigned.
