The Director of Water Service is inviting applications for a motivated, high performing employee to contribute to the overall leadership and direction of the operations of the trusted, essential, and highly regulated drinking water, wastewater, and stormwater services. With revenue of over $700M and annual budget of $340M operating and $80M capital, Water Services operates and maintains five plants, 43 lift stations, 41 pump stations, and 14,500 kms of pipe, 61,000 valves and 340,000 water meters, 26,000 storm drains and over 340 storm ponds and wetlands. With a talented team of over 1,050 professionals, technicians, certified operators and skilled laborers, Water Services staff are caring, competent and committed, responding to over 44,000 service requests each year from Calgarians and regional customers.

Duties

Reporting to the Director, you will provide strategic leadership, drive change, empower employees, and enable service excellence to protect public health and the environment. The Deputy Director position will champion and develop cross Business Unit strategy, advance performance, and strengthen the culture of Water Services. This role will be key to managing complex issues and addressing service risks while aligning and coordinating opportunities for Water Services to work with across the Corporation and within the Operational Services department. Primary duties include:

  • Provide management responsibilities over assigned divisions within Water Services as delegated by the Director.
  • Oversee and advance strategic cross Business Unit strategies and workplans, including approaches to build an inspired, inclusive, and safe workforce, ensure reliable and resilient services, and support customer focus planning.
  • Lead the service team to set direction and priorities for the Wastewater line of service, coordinate critical initiatives and manage service issues that cross-corporate business units, including the development of strategies to address significant risks and plans for operational resourcing resilience, tied to business planning cycles, processes and timelines.
  • Advance work with cross-corporate utility business units and departmental colleagues to define and address role clarity and responsibility for asset roles, engineering practice and operational issues coordination with a view to the long-term sustainability and resilience of the Service.
  • Drive the implementation of strategic initiatives and support managers to respond to issues and opportunities.
  • Support Water Services business unit and Water Utility business and financial planning and reporting.
  • Coordinate business unit contributions to departmental strategic initiatives.
  • Act as the Water Services Director in their absence when required.

Qualifications

  • A degree in engineering and at least 10 years of relevant professional engineering experience in water utility management, supervising teams and complex project management obtained after receiving your P. Eng. Designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work Click here for more details.
  • A valid Class 5 Driver's Licence (or provincial equivalent) with no more than 6 demerits and no current charges or suspensions pending OR a valid Graduated Driver's Licence (or provincial equivalent) with no more than 4 demerits and no current charges or suspensions pending, and the ability to obtain a City of Calgary Operator's Permit is required.
  • Demonstrated management capability and the ability to effectively manage human and financial resources to achieve business goals.
  • Excellent leadership skills and a track record of conveying organizational vision and delivering quality results.
  • Demonstrated abilities in strategic governance, critical and analytical thinking and decision-making skills.
  • Effective communication, interpersonal, facilitation and political acumen.
  • Ability to inspire and influence staff to achieve excellence.
  • Demonstrated success in building, developing and leading strong, inclusive teams, utilizing sound judgment and problem-solving skills, and establishing and maintaining strong and positive working relationships with Council, community groups, media, colleagues, clients, and other partners.
