Ensures the management of equipment and building maintenance services, the management of engineering, development and construction projects for the site in a constant search for improving performance, compliance with deadlines and costs. Ensures the administration of site safety and compliance with material, equipment, human resources, and budget requirements.

Maintenance

Ensures the proper functioning of technical installations on the industrial and commercial site. Ensures the implementation of the maintenance policy for the site (equipment, fluids, energy, water systems). Ensures the implementation and monitoring of maintenance operations. Ensures the execution of modification and maintenance work carried out in the various sectors. Ensures compliance with the rules for the supply of parts, equipment, and external services. Ensures that the maintenance of new equipment or installations can be carried out optimally. Ensures compliance with the rules for the qualification of equipment and buildings and the technical documentation.

Technical studies

Participates in the Project group and validates the feasibility of the proposed approaches as well as the consistency with engineering practices. Ensures the preparation of investment files according to group directives. Approves the choice of engineering study providers. Ensures the monitoring of priorities in terms of technical choices and ensures the consistency of modification projects initiated in the different sectors. Validates projects to modify or improve the industrial tool and infrastructure across all sectors. Initiates and proposes technical studies in strategic areas (anticipation of regulations, technological developments, etc.). Proposes and manages the site master plan and ensures the monitoring of its implementation. Ensures technological monitoring and provides technical expertise relating to any request for information relating to its field.

Organization and monitoring of construction sites/projects

Defines and ensures compliance with the rules for organizing and monitoring construction sites. Ensures compliance with good project management practices, deadlines, costs, and informs the relevant departments in the event of a deviation. Ensures the handling of major disputes. Ensures compliance with social regulations (organization of construction sites and purchases of services). Provides technical expertise on issues relating to engineering. Takes charge of strategic construction sites and negotiates site commitments and exemptions.

Administration/authority relations

Ensures and guarantees compliance with regulations, standards, and commitments on all installations on the site. Informs and integrates changes to local regulations and standards. Ensures the implementation and compliance with safety standards on the site. Is the contact during internal and external audits and is the guarantor of the implementation of corrective actions.

Ensures technological monitoring (internal or external benchmarking). Identifies areas for improvement in terms of quality, cost, deadline, safety, working method, tools, systems, productivity/efficiency/performance. Promotes the spirit of innovation by listening to his teams and challenging them. Anticipates the impact of changes to the site or the environment on his own business. Initiates improvement projects within his department and participates in cross-functional projects.

Quality and HSE

Ensures compliance with Quality directives in his department. Ensures the implementation of the Quality program in his department. Defines and enforces the HSE policy in his department. Validates the PASS and guarantees its implementation. Ensures and guarantees compliance with the Safety policy within the framework of construction sites. Ensures the effective implementation of safety reception procedures throughout the department.

Leads and organizes his team. Sets objectives for his employees. Assesses and evaluates the contributions of his employees and proposes promotions/sanctions accordingly. Ensures the development of his employees, in particular by defining the training plan. Identifies staff needs and participates in recruitment. Ensures the efficiency of the integration and training process within his department. Ensures to maintain a daily climate conducive to good team productivity. Ensures compliance with human resources policies and promotes the use of the tools made available to him. Anticipates future needs and necessary recruitment.

Defines and proposes the operating budget for his department. Consolidates and validates the investment budget. Determines the means of implementation (management, external service providers, etc.). Manages the operating and investment budgets for his department within the framework of the accepted budgets. Validates the development of his department's information systems according to their capacity to meet the needs of the activity. Guarantees the correct application of performance measurement tools and sets priorities for action plans. Defines the organization of his department in an optimization logic. Validates the improvement actions of his department.

Pilots the "benchmarking" of technical studies at the site or inter-site level. Communicates and negotiates technical positions in critical cases. Ensures compliance with project deadlines and informs the departments concerned in the event of deviation. Assures an advisory and expert role with other departments.

Minimum 5 years of experience in engineering. Minimum 5 years of experience in a pharmaceutical environment. Minimum 2 years of experience in personnel management.

Energies and fluids (air, water, etc.). Civil Engineering. HSE. GMP / BPF. Safety. Directives, group and site procedures. Regulations, equipment. Authorities: municipal, provincial, and federal.
