About the Role

The City of Vancouver is seeking a highly skilled Procurement Specialist to join our Finance and Supply Chain Management team. As a key member of our team, you will be responsible for purchasing high-value, complex, and non-standard goods and services for various City departments and Boards.

Key Responsibilities
  • Procurement and Contracting: Review bid documentation, identify bid amendments, and advise departments and suppliers on purchasing requirements, specifications, and contracts.
  • Proposal Development: Prepare detailed specifications, request for proposal documentation, and evaluation criteria in conjunction with client departments.
  • Negotiation and Contract Administration: Conduct complex negotiations to finalize contracts, negotiate contract renewals, and ensure required insurance, licenses, bonding, and WCB requirements are in place.
  • Research and Analysis: Perform research and analysis of products and services, prepare reports and recommendations on purchasing matters, and oversee the work of subordinate buyers.
Requirements
  • Education and Experience: Completion of Grade 12 supplemented by the SCMP Designation from the Supply Chain Management Association or a CPPB designation as awarded by the NIGP, or a suitable combination of training and experience.
  • Knowledge and Skills: Thorough knowledge of purchasing principles, practices, and methods, municipal policies and procedures governing purchasing operations, and contract law, risk management, and negotiation techniques.
  • License: Current and valid BC driver's license.
