Job Summary

The Manager, Emergency Planning is a key role at Douglas College, responsible for overseeing the development and implementation of emergency management and business continuity programs. This position requires a strong leader who can ensure the College's preparedness and response to emergencies, while also maintaining a safe and resilient environment for employees, students, and visitors.

Key Responsibilities
  • Develop and implement emergency management and business continuity plans, ensuring compliance with relevant legislation and regulations.
  • Provide leadership and direction to College employees on emergency planning and response, promoting their engagement in the development of College and departmental plans.
  • Collaborate with senior leaders to ensure a comprehensive emergency management program, including the integration of the College into a disaster resilient community.
  • Manage the Emergency Response Supply program, ensuring the maintenance and readiness of emergency supplies and equipment.
  • Coordinate response teams and manage the College's Emergency Operations Centre (EOC) in the event of a crisis or emergency.
  • Develop and maintain a College Emergency Response Team program, ensuring that employees are trained and prepared to respond to emergencies.
  • Oversee the College's Fire Safety Program, including floor warden training, fire drills, and inspections.
  • Support and oversee the completion of field risk assessments for field trips, field schools, and research in the field.
  • Administer the College's Collective Agreements and represent management in the grievance process, as required.
Requirements
  • Bachelor's Degree from an accredited post-secondary institution in a related area of study, or an equivalent combination of education and experience.
  • Five years demonstrated experience in leading business continuity and emergency planning in an environment of similar scope and complexity.
  • Demonstrated working knowledge of business continuity, risk assessment and management, emergency planning, preparedness and response, incident command system, critical incident stress management, effective communication strategies, training methods and techniques.
  • Strong organizational, analytical and leadership skills, with the ability to ensure effective decision-making within a collegial environment.
  • Excellent written, verbal and interpersonal communications skills, with proven experience in resolving conflict.
  • Training experience and current knowledge of issues, regulations and best practices in the areas of business continuity and emergency management.
  • Demonstrated ability to model appropriate professional, ethical and collaborative behaviours consistent with the responsibilities of the position.
  • Progressive supervisory experience, preferably in a unionized, public sector environment.
Preferred Qualifications
  • Certified Emergency Manager (CEM), and DRI Certified Business Continuity Professional (CBCP), or Associate Business Continuity Professional (ABCP) designation.
  • Canadian Risk Management (CRM), or a related designation.
  • Familiarity with post-secondary education environment and a detailed knowledge of municipal, provincial and federal laws and regulations.
