About the Role:

As a Financial Planning and Budget Analyst at the City of Toronto, you will be responsible for the accurate consolidation of budget and plan information into enterprise software systems. This includes the preparation of the 10-year Capital Budget Summary, debt targets, and other detailed analysis to support various reporting and presentation requirements.

Key Responsibilities:

  • Participate in managing the Capital Budget System maintenance process, ensuring the application remains robust and free of errors and bugs.

  • Provide assistance to large programs in loading project, sub-project, and financial information using Captor.

  • Adjust Captor for funding related to Capital from current and other funding source adjustments, and process other adjustments as required.

  • Oversee the training database for users and work with the Senior Financial Planning Analyst to deliver Captor and capital policy training to the City's internal clients.

  • Perform quality assurance of data received from divisional programs and Financial Planning Analysts.

  • Provide training and assistance in the completion of SAP forms and documents, and execute test cases as required by period SAP maintenance releases.

  • Maintain the filing system for source documents and Capital Variance Reports.

  • Consolidate schedules that support the Corporate Capital Variance Report.

  • Monitor divisional programs and Financial Planning Analyst submissions and commentaries, and consolidate and prepare the first draft of the Corporate Capital Variance Report.

  • Prepare the Capital Variance worksheets and memos to programs, and organize the transmittal of these documents to the respective programs and the City's Agencies.

  • Prepare the Capital Budget Summary, the City's debt target schedule, and the 10-year plan for the purpose of allocating the City's debt targets.

  • Prepare the program schedules that support the Council Approved Capital Budget Quick Book and the City's Annual Budget Book.

  • Prepare the Reserve/Reserve Funds/DC funded project listing with cost centers for consolidation to the Annual Reserve/Reserve Fund report.

  • Maintain custody of historical Capital Budget Information for referential purposes.

  • Assist the Senior Financial Analyst in the allocation of CFC (Capital from Current) funding.

  • Assist the Senior Financial Planning Analyst in updating the Capital Budget Submission, Guidelines.

  • Provide tracking and support for Committee and Council presentations, where required, by setting up equipment, preparing presentations using MS Word, Excel, PowerPoint, and other software, and acting as custodian of the Division's laptop pool.

  • Provide business analysis support to developers, under the direction of the Manager, when necessary.

  • Develop and maintain professional, respectful, and pleasant working relationships with City staff on a day-to-day basis, and maintain contacts with various programs to improve communications with the user community.

  • Participate in special projects, where required, such as performing research on assigned subject matter and writing capital-related reports and/or briefing notes.

  • Perform other Ad Hoc assignments delegated by the Manager.
