Job Title: Director, Solid Waste Resources

Halifax Regional Municipality is seeking a highly skilled and experienced professional to fill the role of Director, Solid Waste Resources. This position is responsible for leading the development and implementation of the municipality's solid waste management system, ensuring compliance with environmental regulations, and managing relationships with key stakeholders.

Key Responsibilities:
  • Provide strategic direction and guidance for the effective operation of the solid waste management system.
  • Prepare and implement annual business plans, including operating and capital budgets.
  • Oversee operations related to waste collection and processing, including open and closed landfills, transfer stations, composting facilities, and material recovery facilities.
  • Manage multi-year, multi-million dollar contracts, including maintaining relationships with service providers and negotiating contract changes.
  • Support critical procurement initiatives, including contract document development, tendering processes, and contract award.
  • Manage facility environmental compliance, including overseeing key initiatives and resolving compliance challenges.
  • Oversee waste education and enforcement programs, including waste education initiatives, multi-media promotions, and by-law enforcement.
  • Prepare and present reports to Regional Council, Public Liaison Committees, and other groups as requested.
Requirements:
  • A Master's degree or University Degree in Business Administration, Public Administration, Environmental Science, or a related field.
  • Minimum of 7 years' senior management experience, preferably in a municipal environment, with progressive responsibility.
  • Minimum of 7 years' experience with solid waste management systems or a related field.
  • Contract and project management experience is considered an asset.
