Senior Railway Systems Commissioning Specialist

Role Responsibilities:
As a Project Commissioning Manager, you will oversee the management, planning, definition, execution, and control of testing activities, ensuring they meet program and forecasted cost requirements, as well as gathering sufficient evidence to confirm system compliance with project and application-specific requirements. This includes identifying testing requirements, developing test plans and procedures, and modifying them as needed. Additionally, you'll ensure alignment between Test & Commissioning (T&C) procedures and applicable subsystem specifications documents, customer requirements, project strategy, and company policies (including EHS, railway safety, local regulation, and professional standards). Testing and commissioning activities will primarily occur during non-revenue hours (nights and/or weekends) at multiple locations throughout the project to achieve project milestones.
Main Responsibilities:
- Ensure timely completion of signalling project site testing within budget and current Metrolinx and AREMA standards.
- Maintain detailed forecasts of testing timescales and resource requirements to deliver allocated project stages.
- Manage budgets within tendered costs and programme timescales through the duration of site testing and commissioning.
- Support commissioning requirements and site activities as required.
- Provide detailed forecasts of testing and resource requirements for tendering purposes.
- Effectively manage and motivate allocated testing staff (typically up to 30 members).
- Undertake all staff management duties, including performance management, people reviews, and controlling hours worked.
- Develop allocated staff according to Alstom competence processes and maintain any licenses held.
- Identify potential variations, discuss with the project team, and communicate with stakeholders as needed.
- Liaise with the project team, Subject Matter Experts, and project functions for technical issue resolution and support.
- Ensure compliance with Alstom testing procedures, EHS requirements, project strategy, and company policies.
- Define T&C testing strategies and activities in collaboration with planners and team leads.
- Evaluate and validate the scope of testing to ensure alignment with the Project Road Map.
- Identify and communicate gaps/risks in the overall testing strategy to stakeholders as necessary.
- Attend briefings on technical documents, company safety briefings, and alerts.
- Produce testing documentation meeting Metrolinx and Project requirements and standards.
- Raise and monitor defects using Alstom's defect reporting process (ClearQuest).
- Effectively manage all testing interfaces.
- Deploy and ensure the application of T&C processes by the T&C team and identify potential process improvements.
- Issue REX on T&C activities and propose updates/improvements to T&C processes/tools.
Key Performance Indicators:
- Project delivery programme
- Timely completion of testing and actual timescales to tendered
- Actual costs to tendered costs, including achievement against forecast hours budgeted and actual
- Production of detailed progress records
- Competency records and maintenance of licenses held for internal/external audits
- Number of suggestions for improvements and number implemented and lessons learned
- Team training records and also technical & safety briefing records
Requirements and Qualifications:
- BA degree in engineering (preferably electronics or embedded systems) or an equivalent combination of experience and education.
- Vast experience in the railway industry with proven knowledge in Interlocking and Control Systems.
- Minimum 5 years of experience in Test and Commissioning in a railway environment.
- At least 3 years of experience in a leadership role.
- Understanding of planning processes, including knowledge of risk assessment processes.
- In-depth underpinning knowledge of Metrolinx & AREMA standards.
- Knowledge of Health, Safety, Environment requirements.
- Shift/nights/statutory holidays/weekend working required.
Compensation and Benefits:
We offer a competitive salary range of $120,000 - $180,000 per annum, depending on qualifications and experience, plus a comprehensive benefits package that includes medical, dental, vision, and retirement savings. You will also be eligible for a bonus based on individual and company performance.
