Job Title: Policy Analyst

At The Regina Police Service, we are seeking a highly skilled Policy Analyst to join our Analysis Unit. As a Policy Analyst, you will play a critical role in facilitating the development of policies, procedures, and directives through research, internal and external stakeholders, and expert consultation.

Key Responsibilities:
  1. Evaluate existing policies and procedures to ensure they are effective and accurate.
  2. Lead consultations to ensure policy and program effectiveness and accuracy.
  3. Monitor legislation, new initiatives, trends, and emerging issues for implications on policing and community safety.
  4. Conduct comprehensive policy reviews to ensure policies and procedures maintain their currency and accuracy.
  5. Collect, analyze, evaluate, and interpret research to develop recommendations for policy improvement.
  6. Apply legislation, Saskatchewan Police Commission policy, collective agreement requirements, procedures, and guidelines to new and existing policies.
  7. Provide leadership in developing, maintaining, and evaluating policy proposals.
  8. Provide strategic policy and program analysis, identifying areas requiring research.
  9. Write reports, formulate recommendations, and present results to the Executive.
  10. Consult with subject matter experts, other police services, governmental bodies, and external agencies.
  11. Log and track policy projects.
  12. Support Executive initiatives and assist other Sections across the Service.
  13. Respond to and liaise with external law enforcement agencies.
  14. Develop new business forms, examine, evaluate, and amend existing forms.
  15. Develop training material, infographics, and flowcharts.
  16. Develop operational checklists, procedural documents, and template forms.
  17. Give presentations on policies and the policy manual.
  18. Create and provide reports internally and to external agencies.
Requirements:
  1. University Degree in Business, Public Administration, Social Sciences, or a related discipline combined with progressive experience in policy analysis and research.
  2. Knowledge of municipal policing and organizational priorities is an asset.
  3. Knowledge of best practices, public policy research, analysis, and development, project management, and pertinent research and analytical methodology.
  4. Ability to apply and interpret legislation and case law affecting policies and procedures.
  5. Proficient in Microsoft Office applications and extensive knowledge of computer databases and analysis.
  6. Excellent communication skills, both oral and written.
  7. Ability to apply logic and sound judgment to prioritize a large workload.
  8. Excellent organizational skills to meet deadlines in a dynamic environment.
  9. Ability to create and maintain complex record/filing systems.
  10. Performs duties with a high degree of accuracy, timeliness, and efficiency.
  11. Exercises independent judgment, organizes, and prioritizes assignments.
  12. Maintains high levels of professionalism and confidentiality.
  13. Ability to work independently and as part of a team.
  14. Ability to create and foster relationships with internal and external stakeholders.
