Job Title: Senior Policy and Program Analyst

The Government of Manitoba is seeking highly skilled individuals to fill Senior Policy and Program Analyst positions within various Provincial Government Departments.

Job Summary:

Senior Policy and Program Analysts play key roles in planning, coordination, and implementation of strategic policies and initiatives. They identify solutions and influence government actions by providing recommendations on social, health, economic, and political issues.

Key Responsibilities:
  • Research, analyze, review, and make recommendations related to policies, programs, legislations, regulations, and statutes.
  • Provide high-level advice and guidance on various issues, including financial and legal implications.
  • Prepare various materials such as advisory notes, speaking notes, correspondence, Treasury Board and Cabinet Submissions, and other reports and briefing materials.
  • Represent the unit on various groups or committees and coordinate and lead complex projects in collaboration with diverse stakeholders.
Requirements:
  • Post-secondary degree, preferably at a master's level, in social sciences, public administration, law, economics, environmental studies, education, or a related discipline.
  • Experience in researching, developing, and evaluating policy and/or programs, ideally within a public sector setting.
  • Excellent written and verbal communication skills, including experience writing a variety of documents and reports for various audiences.
  • Strong analytical and problem-solving skills, including the ability to synthesize information from various sources.
  • Strong interpersonal skills to work collaboratively with colleagues and stakeholders.
Preferred Qualifications:
  • Strong understanding of the principles of reconciliation and the ability to build relationships with Indigenous peoples, communities, and organizations.
  • Experience with stakeholder engagement and consultations.
  • Ability to read, write, and verbally communicate in French.
