Job Summary

The Bilingual Sourcing & Tendering Specialist plays a critical role in procurement decisions for various spend categories across Canada. This position reports to the Senior Director of Sourcing and Tendering and is accountable for ensuring compliance with internal policies and guidelines.

Key Responsibilities
  • Support internal and external stakeholders in procurement-related matters.
  • Manage and execute the end-to-end Sourcing & Tendering Process, from opportunity strategy development to bid evaluation.
  • Facilitate processes, guiding stakeholders through planning, timelines, and evaluation of bid submissions.
  • Build and perform financial/technical RF(x) requirements and lead evaluations on eventual RF(x) submissions.
  • Monitor and manage risk and compliance with procurement policies and processes.
  • Stay abreast of key market trends, vendor economics, and best practices in sourcing and innovation.
  • Participate in regular cadences with stakeholders to review reports, analytics, and identification of sourcing opportunities.
  • Liaise with internal and external stakeholders throughout the sourcing process, including evaluation, acquiring approvals, and initiative updates.
Tendering and Vendor Relations
  • Manage the vendor selection strategy (RFI, RFP, RFQ, and RFT) for specific projects under defined timelines.
  • Develop and maintain strategic relations with vendors to ensure accurate scope and timely delivery.
  • Assist with entry of Capital projects procurement criteria into Capex Tracker (Power BI).
  • Build and publish RF(x) using the Ariba sourcing module.
  • Provide procure-to-pay details for handoff on approvals, contract, and/or PO creation.
  • Report on noncompliance issues and address vendor inquiries throughout the Sourcing & Tendering lifecycle.
  • Draft and negotiate contracts with vendors, as required.
Qualifications
  • College diploma or University degree in Accounting, Business, Supply Chain, or a related field.
  • Five or more years of related procurement experience.
  • Bilingual in English and French (written and spoken) is required.
  • Diploma or Certified Supply Chain Management Professional (CSCMP) equivalent or in progress is an asset.
  • Strong analytical and problem-solving skills.
  • Excellent communication skills, both written and verbal.
  • Strong negotiation and time management skills.
  • Proficiency in Microsoft Office, particularly Excel and PowerPoint.
  • Experience with SAP, Ariba, or similar Source-to-Pay platforms is considered an asset.
