Job Title: Capacity Development Specialist

At the First Nations Financial Management Board, we are seeking a highly skilled Capacity Development Specialist to join our team. This is an exciting opportunity to work with a growing national team dedicated to reconciliation and support First Nations in developing and implementing sound administrative governance and finance practices.

Job Summary:

The Capacity Development Specialist will be responsible for supporting First Nation clients during the financial management system pre-certification phase and the 10-year grant eligibility phase. This includes managing all capacity development activities and engagements to secure client FMS certifications and providing post-certification support.

Key Responsibilities:

  • Develop relationships with assigned clients to promote, build trust, and secure buy-in to implement their Financial Administration Law and prepare for FMS certification.
  • Support First Nation FAL clients to achieve FMS certification by facilitating the completion of a financial management system readiness assessment, assisting with the identification of priorities, and providing guidance and interpretation in relation to the First Nations Fiscal Management Act and FMB standards.
  • Deliver capacity development resources, including on-site or regional educational and awareness workshops, and assist in the development of client-specific tools and job aids.
  • Maintain a balance between working at the client's pace and facilitating movement towards FMS certification.
  • Refer Nations to specialized services where applicable and follow up on progress monitoring and providing encouragement.

Qualifications:

  • A degree in Finance, Accounting, Economics, or another business-related field.
  • A professional accounting designation (CPA) is preferred.
  • Minimum of five years of experience in planning and conducting internal or external audits, involvement in planning, monitoring, and reporting activities, or managing all aspects of funding agreements.
  • Knowledge and understanding of First Nations and Indigenous governments and organizations.
  • Superior communication skills and an excellent command of written and spoken English.
