Quality Assurance Leader

The Quality Assurance Leader is responsible for overseeing the project assurance framework; evaluating outcomes and assisting management in developing, executing, and steering Continuous Improvement (CI) strategies based on insights and evolving business needs at the Sector level. The individual will champion and promote quality excellence and performance enhancement by encouraging team members to integrate quality practices into their daily operations. The successful candidate will serve as the primary liaison for personnel and management regarding the Quality Management System (QMS) within the Sector, effectively communicating and fostering strong relationships with stakeholders while collaborating with staff to embed quality methodologies and streamline management processes to mitigate risks and enhance operational efficiencies.

Key Responsibilities:
Proposal and Project Support
- Assist in business and proposal development by addressing Quality-related inquiries and requirements in RFPs.
- Examine awarded contracts for Quality-related elements and necessary project assistance.
- Support project managers in the formulation and execution of project quality plans (PQP) and project execution plans (PEP), as needed.
- Assist project teams with contract stipulations or quality issues, including client quality audits and quality non-conformance reports (NCRs) issued by clients.
- Conduct project-specific audits and compliance assessments, in line with project plans and budgets, identifying project NCRs and opportunities for improvement (OFIs) while providing necessary support.
- Track project-specific quality key performance indicators (KPIs), if applicable.
- Create project-specific procedures, guidelines, forms, etc.
- Facilitate project orientations and risk assessment workshops.
- Participate in project team meetings or regular quality discussions with project managers, as required.
- Assist in the development of project close-out strategies, as necessary.
- Coordinate with client representatives, as needed.
- Implement the National Quality objectives and develop the Sector Quality workplan.
- Support Sector Certifications such as ISO 9001 and CCIL.
- Represent the Sector on the National quality team and lead Sector quality team meetings.
- Monitor Sector Quality KPIs.
- Manage or assist with the Sector SharePoint and QMS documentation, as required.
- Conduct quality orientation sessions for new team members.
- Attend Operations and Senior Leadership meetings, providing monthly QMS updates.
- Offer regulatory support as needed, including permit assistance, maintaining project performance management plans (PPMP), internal/external audits, training, and communication.
- Oversee the project assurance program for the Sector, including conducting audits, assigning projects to Quality Network Initiatives (QNI), generating reports, and communicating findings to management.
- Monitor and evaluate all QARs (NCRs/OFIs) until resolution (assign to Responsible Manager, follow up, and report monthly).
- Facilitate root cause analysis and the development of effective action plans.
- Review and authorize action plans and closure of QARs.
- Identify and investigate QMS non-conformances.
- Support the Net Promoter Score (NPS) program with monthly and annual reporting.
- Develop and optimize quality tools for corporate applications.
- Maintain a log of lessons learned.
- Minimum of 2 years of experience in a managerial capacity.
- Proficient understanding of ISO 9001 standards.
- Experience in leading audits.
- Proven ability to establish positive relationships with both internal and external clients.
- Bilingual proficiency in French and English.
