Job Summary

The Edmonton Police Service is seeking a highly skilled Strategic Planning Analyst to join our team. As a key member of our Portfolio and Reporting Branch, you will play a critical role in supporting the advancement of our organizational strategic agenda.

Key Responsibilities
  • Develop and Implement Performance Measurement Frameworks: Design and implement performance measurement frameworks to assess strategic and business outcomes across various EPS project portfolios.
  • Establish Key Performance Indicators (KPIs): Develop and track KPIs to measure project portfolio performance and health, ensuring alignment with organizational strategic goals.
  • Coordinate Performance Reporting: Collaborate with business units to collect and analyze performance data, creating quarterly performance review presentations to inform decision-making.
  • Conduct Research and Analysis: Conduct research and environmental scanning to identify best practices, processes, and procedures in project portfolio management, supporting the development of Briefing Notes and ad-hoc qualitative and quantitative analysis.
  • Facilitate Strategic Discussions: Actively facilitate workshops, conversations, and meetings to create common objectives and move projects forward, fostering a culture of collaboration and networking.
  • Develop and Steward Project Portfolios: Develop and evolve project portfolios, policies, and agreements to achieve business objectives, ensuring alignment with organizational strategic goals.
  • Manage Strategic Risks: Identify, manage, and mitigate strategic risks to project portfolios, strategies, and the organization, performing health and monitoring activities such as conducting post-initiative evaluations and capturing lessons learned.
  • Support Business Planning and Change Management: Provide expert counsel to EPS on performance management, business planning, and change management, supporting the development of strategies to address complex problems.
Requirements
  • Education: University degree in Business Administration, Statistics, Economics, Engineering, or a related field; a graduate-level degree or beyond is an asset.
  • Experience: Minimum four (4) years of progressive professional experience in strategic planning, operations, performance measurement, analytics, and reporting.
  • Skills: Expert-level proficiency with Microsoft Office Suite, including data analysis and visualization; excellent written, communication, and presentation skills; ability to break down complex concepts and communicate without prejudice.
  • Certifications: Professional or technical designations/certifications in areas such as business analysis, performance management, project management, data visualization and reporting, and change management are considered assets.
Working Conditions

40 hours per week, Monday – Friday. Hours of work may be subject to the terms and conditions of variable hours of work program.

Salary Range: $96,227 - $121,588 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
