Job Description: Technical Manager (East Coast)


We seek an accomplished Technical Manager to join our East Coast team. As the key figure overseeing day-to-day technical operations of the tug and barge fleet, you will ensure vessels are maintained efficiently and comply with safety and regulatory standards.


Main Responsibilities:



  • Develop and execute repair, maintenance, upgrade, and incident-related work strategies for tugboats and barges.
  • Support Chief Engineers in managing onboard machinery repairs and ensuring certification compliance.
  • Collaborate with Chief Engineers to create Return to Operation plans for machinery parts and coordinate with the purchasing department for timely Purchase Order issuance.
  • Manage vessel Repair and Maintenance budgets and facilitate procurement of technical products and machinery.
  • Contribute to capital project budget development, focusing on compliance, efficiency, and workplace improvements.
  • Deliver weekly R&M updates and prepare 3-month forecasts.
  • Design Scheduled Down Time plans for vessels and oversee their execution during downtime periods.
  • Track and update SDT/Dry Dock milestones.
  • Monitor machinery and equipment performance and provide necessary reporting.
  • Offer continuous feedback for engineering crew performance reviews.
  • Participate in selecting engineering crew and approve familiarization evaluations.
  • Support dry-docking and major machinery works supervision.
  • Maintain close communication with Operations Managers and Operational Risk Management teams to address operational and incident-related challenges effectively.
  • Assist in investigating technical accidents/incidents and addressing identified deficiencies.
  • Serve as a representative of the organization in dealings with customers and stakeholders, fostering a collaborative partnership approach.
  • Supervise contracts and contractors for all yard and non-yard activities, overseeing ship modifications and R&M, negotiating changes to specifications, managing budgets, conducting on-site inspections, and preparing bid specifications.

Accountabilities:



  • Develop, implement, monitor, and control the budget encompassing planned and unplanned maintenance activities, including yearly Repair and Maintenance, Capital Expenditures, emergency repairs, modifications, and enhancements.
  • E nsure that all work conducted on vessels complies with Quality standards, Safety Management Systems, and manufacturers' requirements, while maintaining safety measures for machinery operations.
  • Verify the currency of all Class certificates and ensure timely completion of all Class inspections without exceptions.
  • Enforce compliance with the vessel's planned preventative maintenance system (such as ABS, PM and DD module), emphasizing thoroughness and optimizing crew utilization for maintenance adherence.
  • Conduct comprehensive vessel visits and technical audits biannually, documenting findings and submitting audit reports to senior management. Encourage positive observations while actively addressing and mentoring the resolution of any non-conformities.
  • Assist in planning and overseeing vessel dry-docking and major machinery projects, aiming to minimize disruptions to vessel operations in terms of both schedule and cost.

Requirements:



  • Second Class Marine Engineer (Motor) with minimum five (5) years' experience in a shipboard position as a senior Engineering Officer, or equivalent demonstrated previous tug/ship management experience.
  • Knowledge and experience on vessel machineries and equipment such as main engine, aux. engines, generators, thrusters, boilers, pumps, misc. piping and electrical systems, structures, mooring equipment, lifesaving appliances (lifeboat, rescue boat), cargo handling equipment, navigational equipment, etc.
  • Sound knowledge of budget preparation, cost control, and scheduling.
  • Computer literacy: Microsoft Office (Outlook, Excel, Word) and task related software such as ABS NSE.
  • Strong understanding and practical experience with International Safety Management (ISM) Code.
  • Strong communication, leadership skills, team player, innovative and thinking "outside the box".
  • Conflict resolution and problem solving.

Working Conditions/Special Notes:



  • Frequent travel requirements to vessels located in Eastern Canada and other countries as directed by Director-Technical Operations.
  • Extended working hours and/or working during the weekend may be required based on business needs.

Average Salary Range:


$90,000 - $120,000 per annum, depending on qualifications and experience.
