Senior Buyer

About the Role
The Senior Buyer will play a key role in the procurement process, ensuring the timely and cost-effective acquisition of materials and equipment for the Kativik Municipal Housing Bureau's building stock.
Key Responsibilities
- Prepare and issue calls for tender for materials and equipment
- Work closely with requestors to obtain the requested products or services
- Receive and analyze orders for materials, products, and services
- Determine the most appropriate tendering mechanism for each procurement
- Prepare public tender documents and place them on the Service électronique d'appels d'offres (SEAO) website
- Conduct bid analysis and select the best supplier
- Prepare purchase orders and dispatch them to the selected suppliers
- Oversee the planning and execution of related activities, including packaging, handling, and insurance contracts
- Ensure suppliers honor warranties and recall obligations
- Collaborate with the Procurement Coordinator to develop and implement procurement policies and procedures
Requirements
- Three to five years' experience in a purchasing role
- Proficiency in Office suite: Outlook, Word, Excel, PowerPoint
- Familiarity with contracting laws and regulations an asset
- Excellent internal and external customer service skills
- Ability to analyze issues, relationships, and impacts, enabling optimal decision-making
- Results-oriented and resourceful
- Demonstrated negotiation skills
- Ability to adapt
- Demonstrated organizational and interpersonal communication skills
- Recognized for open-mindedness and teamwork skills
- Ability to speak and write fluently in two of the three languages (English, French, and Inuktitut)
