Job Description
This role will lead an asset delivery/project delivery on the Yonge North & Scarborough Subway Extension projects in a Progressive Design Build Contract. The successful candidate will provide management, leadership, and oversight for the project. They will collaborate with stakeholders to ensure projects are implemented consistently, efficiently, safely, and in a coordinated integrated manner.

The ideal candidate will have at least 20 years of experience in rail and transit construction, program management, and leading large Rail Infrastructure projects of $500M+ value. They will also have experience in alliance procurement models, progressive design and build, and Early Construction Involvement.

Key Responsibilities
1. Supports the Vice President - SSE to provide management, leadership, and overarching oversight for the SSE project.
2. Collaborates with VP to lead all aspects of project delivery including safety, scope, cost, schedule, and quality management.
3. Leads a culture of best practice for health, safety, well-being, and quality.
4. Collaborates with stakeholders to ensure projects are implemented consistently, efficiently, safely, and in a coordinated integrated manner.
5. Provides strategic, tactical, and collaborative leadership to deliver projects through an Integrated Progressive Design Build (IPDB) delivery model.
6. Ensures the implementation of approved quality plan/processes complies with project plans and all relevant standards.
7. Leads development and implementation of delivery strategies, providing administrative, technical oversight for consistency, coordination, and successful completion.
8. Manages the integration of project contracts, design, environmental assessments, community, and municipal commitments, quality, and property acquisitions.
9. Interfaces with functional units to ensure the delivery teams receive required functional unit support to ensure efficient project delivery.
10. Manages various partners to oversee the delivery of multiple project packages, providing leadership in delivery direction, people development, and drive change.
11. Provides oversight and direction on all aspects including construction planning, design, procurement, construction, commissioning, and owner hand-over phases.
12. Oversees and manages the planning, progressive design, and construction of SRS's, ensuring project meets approved schedules, budget, and deliverables.
13. Monitors the project to ensure works are fit for purpose and comply with contract, statutory, and legislative requirements.
14. Monitors project budgets and forecasts cash flows, milestones against approved budgets, recommends costs approvals, variations, and monitors project costs.
15. Provides reporting on progress, expenditures, slippage, and other issues.
16. Manages, monitors, and mitigates project risks through the risk management plan, providing guidance and direction in relation to risks and interdependencies.
17. Leads activities of delivery contractors in accordance with Construction Management Plan, including planning, management, and construction of activities.
18. Manages project changes; handles change orders with contractors, including negotiating, processing, and assessing cost and schedule impacts.
19. Ensures all required processes are clearly identified and approved before progressing.
20. Ensures contract documents reflect issued addendums and are updated regularly to reflect issued change orders.
21. Collaborates with a variety of internal and external stakeholders, including municipalities and third-party utility providers.
22. Ensures necessary approvals are in place for quality, jurisdictional, environmental, and other requirements to ensure project can proceed without delay.
23. Supports the development of construction approach for works packages and provides input into the feasibility and stages of development.
24. Manages monthly project reporting on progress, cost, quality, safety, and environmental issues.
25. Ensures safe-working via compliance with the System Requirement, Safety Responsibilities, and the Safety Management System.
26. Ensures the appropriate administration of all branch contract packages.
27. Supports and contributes to tender assessments, including participating on tender evaluation committee and preparation of tender and contract documents.
28. Makes complex judgements on the best strategies to maximize preparedness for upcoming/future works.

Required Skills and Qualifications
Experience in rail and transit construction, program management, and leading large Rail Infrastructure projects of $500M+ value.
Minimum 20 years of experience in this field.
Bachelor's degree or Diploma in an Engineering or Construction Management field.
Holding recognized certification in area of specialty as needed.
