Job Description

Job Title: Procurement Manager

Job Summary:

The Procurement Manager will play a key role in supporting the procurement function at 407 ETR, a leading-edge toll highway operator in the Greater Toronto Area. The successful candidate will be responsible for managing contracts, sourcing suppliers, and negotiating agreements to ensure the highest quality and best overall value for the organization.

Key Responsibilities:

  • Manage procurement activities to ensure adherence to best practices and obtain optimum value for money
  • Lead the drafting and administration of RFx's to source goods and services, ensuring the RFx process is upheld according to existing policies and procedures
  • Collaborate with business stakeholders and project teams to clearly understand the business context of potential opportunities and projects
  • Develop, improve, and execute the procurement process and strategies
  • Manage and ensure the business case and intake form process is completed to ensure business goals and priorities align with organizational objectives, budgets, and procurement strategies
  • Establish and maintain vendors of record (VOR) and periodically evaluate vendor performance
  • Review current and existing contracts to proactively identify contract expirations and coordinate with stakeholders to determine contract renewal disposition
  • Prepare and facilitate the issuance and tracking of purchase orders, as well as the creation of new suppliers into the financial system
  • Participate in the forecasting and budgeting process pertaining to procurement needs

Requirements:

  • University degree and seven+ years of demonstrated experience in purchasing and contract management
  • Demonstrated experience in the development and implementation of procurement procedures and a proven track record of managing a dynamic Procurement team
  • Strong ability to communicate with various stakeholders, including legal, finance, IT, and business leaders, to craft contracts that align complex needs with contractual requirements
  • Strong relationship and interpersonal skills to work successfully with vendors across the entire contract life cycle
  • Experience with asset management lifecycle practices, including hardware and software inventories, lease administration, and software licensing
  • Strong project and process management skills, with the ability to handle multiple vendors and multiple contracts, as well as a wide range of tasks
  • Proven ability to recognize procurement opportunities that will substantially reduce overall annualized costs of purchased goods and services
  • Proficient technical knowledge and process support skills, including Word, Excel, PowerPoint, and Outlook

Preferred Qualifications:

  • Enrolment in or completion of Purchasing Management Association of Canada (PMAC) and/or Certified Professional Purchaser (CPP) program
