Position Overview:
In alignment with the Vision, Purpose, and Values of Island Health, this role emphasizes the paramount importance of patient and staff safety, which is a collective responsibility. Continuous enhancement of quality and safety is integral to all facets of this position.

Reporting Structure:
This position reports directly to the Executive Director of Financial Operations and Reporting. The Finance Operations Manager will deliver strategic leadership, planning, decision-making support, and high-level expertise in financial reporting for Island Health.

Key Responsibilities:
1. Oversee the reporting requirements for the Ministry, including both external and internal management reporting.
2. Manage the preparation of financial statements and coordinate audits.
3. Supervise general accounting tasks, including general ledger functions and maintenance of the chart of accounts.
4. Ensure compliance with tax regulations and adherence to relevant guidelines.

Operational Environment:
This role operates within a framework of effective internal controls, adhering to Public Sector Accounting Standards (PSAS), Generally Accepted Accounting Principles (GAAP), and Health Authority Management Information System (HAMIS) Guidelines.

Qualifications:
The ideal candidate will possess:
- A recognized Chartered Professional Accountant (CPA) designation.
- A minimum of ten (10) years of senior financial administration and reporting experience in progressively senior roles.
- At least five years of relevant management experience, demonstrating a successful track record in financial reporting and continuous improvement.

Essential Skills:
- Proven leadership and management capabilities, with strong business acumen.
- In-depth knowledge of accounting principles, financial management, and program evaluation practices.
- Exceptional problem-solving skills and the ability to manage complex operational planning.
- High proficiency in computerized financial systems and advanced skills in spreadsheets and databases.
- Strong communication skills, both written and verbal, with the ability to produce high-quality business documents.
