Reports To: Executive Vice-President, Operations
Position Summary:
The Managing Director, Procurement will be responsible for the procurement of goods and services for CAPREIT's multi-residential, manufactured-housing, commercial, and ancillary portfolios. The MD will establish the direction, goals, and priorities for all purchasing initiatives and programs, ensuring alignment to corporate governance, transparency, and best practices.
The MD will also be responsible for developing an efficient and effective approach to the purchase of equipment, supplies, and services across the organization, accounting for the unique, localized requirements of some properties.
The MD will report to the Executive Vice-President, Operations, and will communicate decisions and report results to the Executive Team, as required.
Primary Responsibilities:
- Develop and maintain CAPREIT's national procurement strategy to ensure that goods and services are acquired through a competitive, fair, ethical, and transparent process from qualified vendors.
- Set purchasing policy and oversee the entire lifecycle of sourcing and procurement projects, including ensuring that appropriate approvals are applied consistently based on the nature of goods or services required.
- Overall accountability of corporate procurement controls and work closely with Insurance, Compliance, and Audit as required.
- Coach and lead a procurement team of over 35 individuals using best-in-class management standards and a culture of continuous improvement and collaboration.
- Lead the implementation of supporting software tools, such as Capex tracker and Dashboards, to manage project milestones and future software initiatives.
- Identify opportunities and capture significant savings across categories, including equipment, major capital work, building services agreements, and property services.
- Develop clear reporting, tracking tools, reports, and analysis to drive data-based decision making and transparency.
- Maintain knowledge of the market, including current prices and fair rates for goods.
- Provide strategic national supplier base management, including onboarding, supplier selection, negotiations, and supplier relationship/performance management.
- Monitor, review, and analyze bids and quotes with suppliers, including the negotiation of service agreements and contracts.
- Develop, communicate, and administer procurement team performance, succession, and development plans, as appropriate.
- Serve as the primary contact for procurement-related questions, training, policy, and procedure interpretation and alignment by all departments.
Qualifications:
- Bachelor's degree in business or a related field.
- 10 years of multi-residential/construction procurement experience, with at least 3 years of supervisory experience.
- Results-oriented, metrics-driven leader with expertise in purchasing, supplier collaboration, development, and compliance.
- Experience with sourcing and procurement and building a vendor program.
- Solid analytical and computer skills.
- Approachable and collaborative personality, supplemented by a positive attitude.
- Outstanding team building and leadership skills.
- Experience in managing budgets, planning, forecasting, and process improvement.
- Strong knowledge of contract language and law.
- Ability to think strategically and drive changes for clarity and efficiencies.
- Exceptional interpersonal and executive communication skills, with the ability to work well in a diverse, fast-paced team environment.
- Excellent communication skills, including the ability to communicate effectively both verbally and in writing through presentations and individual discussions with all levels of the organization.
