Job Title: Project Manager Leader Senior

Job Summary: We are seeking a highly skilled and experienced Project Manager Leader Senior to join our team at Maarut Inc. The successful candidate will be responsible for leading complex projects from initiation to delivery, ensuring timely and within-budget completion.

Key Responsibilities:

  • Plan and lead projects as part of large multiministry/multiyear initiatives involving complex network architecture, advanced telecommunications, and innovative video/audio systems.
  • Manage client relationships and partnerships with business areas, ensuring effective communication and collaboration.
  • Manage project teams and provide guidance on the use of audio visual and information technology in client business planning and business improvement initiatives.
  • Develop project charters and master project plans, guiding the definition of goals, deliverables, and scope, working with internal clients and stakeholders.
  • Identify and assess risks, recommending mitigation measures for approval.
  • Provide leadership to project teams, external service providers, and contractors.
  • Identify the impact of change, escalate to project sponsors for decision, revise work plans, schedule, and project budget to implement approved changes.
  • Provide specialized advice and expertise to client groups and for the development of business cases and Treasury Board/Management Board of Cabinet submissions.
  • Coordinate I&IT procurement to acquire and negotiate goods and services, administering contractual agreements.

Requirements:

  • Project planning and management experience related to all phases of concurrent audio visual and I&IT projects, including medium to large-scale technically complex projects across a range of enterprise technologies.
  • Change management principles to facilitate business process change and manage the human factors associated with change.
  • Leadership skills to guide the work of project staff and teams.
  • Ability to develop project plans and manage resources to ensure efficient progress.
  • Proven track record delivering system development and/or implementation projects on time and on budget.
  • Ability to proactively and strategically manage the human factors associated with change.
  • Change management principles and techniques to facilitate business process change.
  • Team building and leadership skills to engage the project team and ensure collaboration and focus on achieving project deliverables.
  • Demonstrated interpersonal and consultation skills to communicate project deliverables and build strong project teams and client relationships.
  • Demonstrated written and verbal communication skills to resolve problems and design/deliver presentations, proposals, and business cases.
  • Ability to determine client requirements, make presentations, prepare proposals, business cases, and tenders, and write procedures to resolve conflicts, develop, and sustain effective working relationships.
  • Ability to discuss and resolve issues with stakeholders, address risks and benefits of specific solutions, and recommend specific courses of action.
  • Ability to identify optimal solutions to meet client needs and provide submissions to facilitate senior-level decision-making.
  • Ability to evaluate and define project management requirements.
  • Ability to identify I&IT technical operational or other issues, coordinate analysis, and development of the most appropriate course of action to resolve them.
  • Ability to plan, coordinate, and control all phases of assigned projects.
  • Knowledge of project-relevant state-of-the-art multiplatform I&IT technology and understanding of current and emerging trends in areas such as audio visual systems, mobile voice data video VoIP, and radio building telecommunications infrastructure design and support.
  • Knowledge of operations management and security and emerging technologies to assess client needs, lead projects, and provide expertise.
  • Knowledge of technical standards, principles, and best practices to ensure client needs are optimally met by the solutions and services being implemented and to validate vendor advice at all stages of a project.
  • Knowledge of software development platforms, development methodologies, technical standards with respect to software architecture and design (multitier models), technical infrastructure requirements, cloud technologies, etc.
  • Knowledge of IT security requirements and best practices in implementing high-availability solutions with requirements of hosting solutions with high sensitivity and confidentiality ratings.
  • Knowledge of resource management approaches and financial management to develop and manage budgets.
  • Procurement knowledge to acquire and negotiate goods and services by providing expertise and administering contractual agreements.
  • Working knowledge of I&IT and computer protocols and frameworks specific to the program system(s) currently in use.
  • Working knowledge of Microsoft Office (MS Word, Excel, Outlook) and Microsoft Project software packages.
