Metrolinx is a transportation agency that connects communities across the Greater Golden Horseshoe. We operate GO Transit and UP Express, as well as the PRESTO fare payment system. Our goal is to provide efficient and reliable transportation services to our customers.

Job Summary

We are seeking a Director, Track Design and Delivery to join our team. The successful candidate will be responsible for leading the design and delivery of track infrastructure projects. This includes managing the design process, ensuring compliance with Metrolinx policies and procedures, and collaborating with internal and external stakeholders.

Key Responsibilities
  • Lead the detailed design management activities for the Specialized Delivery Track portfolio by reviewing all plans, schedules, and budget documents to ensure optimal coordination of projects throughout the network.
  • Manage Track related technical issues and risks, facilitate effective conflict resolution, and communicate with intra-agency divisions, external contracted partners, and stakeholders.
  • Review consultant proposals and develop recommendations for proposed projects consistent with strategic plan and business objectives.
  • Own, oversee and direct reviews for the acceptance or rejection, as appropriate of proposed deviations and non-compliances with respect to relevant technical and engineering standards.
  • Monitor the progress of all assigned objectives and deliverables to ensure that planning objectives are delivered on time and within budget and that anticipated business results are achieved.
Requirements
  • University Degree in Engineering, Architecture and/or rail sector and related industry experience, or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in a track program/project Management, engineering and/or delivery, testing and commissioning, operations, and maintenance of railway transit systems or related industries.
  • Experience with project management principles and practices, including budget and schedule controls, to be able to lead and direct cross-functional teams and consultants engaged in simultaneous projects (design development, project progress, related staff, and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives.
  • Knowledgeable (or) Proficient in the oversight, evaluation, and assurance of system integration to achieve performance metrics, develop and realize KPI's for track or systemwide function for reliability, availability, and performance requirements consistent with the organizational strategic plan, customer level of service and business objectives.
  • Knowledgeable (or) Proficient in the development of recommendations for and performance criteria that will be incorporated into third-party service agreements.
  • Industry regulatory requirements (COR Certification/MTO/Transport Canada)
